Dear Sir:

In a letter dated June 26, 1979, to all pressurized water reactors, you requested that " management policies and procedures be reviewed and strengthened as necessary to assure that multiple equipment failures in safety-related systems will be vigorously pursued and analyzed to identify potential failure modes not previously considered...". In a response dated November 9,1979, Florida Power Corporation (FPC) committed to the development of a procedure within the Nuclear Support Services Department that would ensure that m/

te equipment failures in safety-related systems would be reviewed and analyzed.

Since that time, the addition of the Nuclear Operations Technical Advisor (NOTA) position to the plant staff has greatly enhanced the review capability at the plant.

At this time, a written procedure is in place which assures that a thorough review is performed for all plant transient events. This procedure specifically addresses performance of components and departures from expected operation. Also, the training in plant operation given to NOTA's and the documentation of transients available at the plant make the NOTA's uniquely qualified to identify, review, and analyze multiple equipment failures. Experience gained since November 1979, has indicated that corporate staff review of plant transients (by the Nuclear Support Services Department) is redundant to other reviews now being performed by the plant staff.

Therefore, FPC's commitment of November 9,1979, is modified to the extent that reviews requested by your June 26, 1979, letter will be performed by the Crystal River 3 plant staff rather than the Nuclear Support Services Department.
