Oyster Creek Nuclear Generating Station Docket No. 50-219 Generic Letter 83-02 By letter dated January 10, 1983, you requested that certain information be provided concerning possible changes to Oyster Creek's technical specificiations as a result of several NUREG 0737 items. We are sorry for the delay in responding, however, your letter was not received by us until mid-May 1983.

As pointed out in your letter, there are several NUREG 0737 items still pending final resolution, there are also several items not applicable to Oyster Creek and other items which have already been resolved either by '
inclusion in the technical specification or by NRC staff action.
The purpose of this letter is to address those NUREG 0737 items which are applicable to Oyster Creek and are resolved to the point that they can now be addressed. We will address unresolved items separately as they are resolved by your staff.
Our position on these items is as follows:
1.
NUREG 0737, item II.K.3.3; Reporting SV and RV failure and challenges:
It is our position that we will make a cM.3e to the Technical

Specifications which will add this requirement to the monthly reporting requirements. Our next revision to section 6.0 of the Technical Specification will include this item as part of the change.
2.
NUREG 0737, item II.K.3.19; Interlock on Recirculation Pump Loops:
Our position on this issue is that we will propose Technical Specification changes for this item when the modification is installed.
In accordance with your order dated March 14, 1983, this modification will be installed during the Cycle 11 refueling outage, presently scheduled to commence during the first half of 1985.

NUREG 0737, item II.A.1.3; Limit overtime:
While we agree with the philosophy of assuring that only alert personnel perform safety related work, we feel it would be inappropriate to incorporate this philosophy into the Technical Specifications.
Because of the contingencies inherently necessary to cover all possible circumstances involving overtime, it is our position that this is best inplemented through procedural controls. We currently have incorporated in the station procedures requirements consistent with Generic Letter No. 82-12 for operations personnel.
Additionally, we are currently formalizing, via corporate policy, overtime criteria in other departments and divisions. We will keep you informed of our progress on this issue.
