Comed requested in my September 26,1994 letter to you an exemption for Byron Station from the requirement for the State ofIllinois to participate fully in the existing exercise cycle. Based on a discussion with NRR staffit was determined that the March 25,1994 change documented in the Federal register to Appendix E to Part 50 deletes this requirement from the cycle schedule for any specific site when states participate with more than one site, institutes a requirement for the state to fully participate at a site on a biennial basis, and partially participate in other offsite plan exercises. The participation planned by the State ofIllinois in calendar year 1996 conforms to this requirement.

Therefore, we withdraw the exemption request documented in Reference (2).
