Peach Bottom Atomic Power Station, Units 2 and 3 Response to Request for Additional Information Regarding Power Rerate (RAI - 10)

Dear Sir:

By letter dated June 23,1993, PECO Energy Company submitted Technical Specifications Change Request (TSCR) 93-12 regarding our implementation of the Power Rerate Program at Peach Bottom Atomic Power Station (PBAPS),

Units 2 and 3. The purpose of this letter is to confirm commitments made by PECO Energy in two recent conference calls with the NRC.

On October 11,1994, a call was held to discuss the Power Rerate Startup Testing Program. In that call, PECO Energy stated that a flow test of both High Pressure Coolant injection (HPCI) System and Reactor Core Isolation Cooling (RCIC) System injection capabilities will be included in the testing program.

This flow test will involve HPCI and RCIC returning flow to the Condensate Storage Tank. This testing is in conformance with the Power Rerate Startup Testing Program recommended by General Electric. Additionally, PECO Energy confirms that implementation of the Power Rerate Program is not expected to have an adverse impact on the reliability of either the HPCI or RCIC Systems.

Page 2 On October 12,1994, another call was held to discuss the impact of Power j

Rerate on vibration levels of the Recirculation System, in that call, PECO Energy indicated that implementation of the Power Rerate Program does not require an increase in reactor core flow. Implementation of Power Rerate will, however, result in an increase of approximately 1% of recirculation pump maximum operating speed. This negligible increase is expected to occur during the end-of-cycle coastdown. Although PECO Energy does not anticipate any adverse vibration affects resulting from implementation of Power Rerate, we are committing to the following:

During startup of Unit 2 from 2R010, PECO Energy will rnonitor the currently installed, recirculation pump, vibration detection instrumentation for any significant increases in vibration levels. This monitoring will be pedormed during the setting of the mechanical stops on the recirculation pump motor generator sets, which typically involves an increase in recirculation pump speed. Additionally, PECO Energy will pedorm a walkdown of the Reactor Building to observe any noise or vibration anomalies. The objective of this walkdown is to provide a qualitative assessment of vibration levels during this short period of increased recirculation pump speed. These activities will be included in the Unit 2 Power Rerate Startup Testing Program.

During the Unit 2 end-of-cycle coastdown for the upcoming Cycle 11, when the recirculation pump is operating at the anticipated 1% increase in its maximum operating speed, PECO Energy will again monitor the recirculation pump, vibration detection instrumentation for any significant increases in vibration levels, and will perform periodic walkdowns of the Reactor Building, as described previously. The frequency of these walkdowns will be determined based on any observed indications of increased vibration levels.
