Dear Sir:

In the above referenced letters, Philadelphia Electric Company (PECo) submitted two TSCRs to accommodate a 24 month fuel cycle. The purpose of this letter is to provide additional information regarding two areas associated with the two TSCRs.

Exercising Ventilation Fans i

A concern regarding the exercising of the Main Control Room Emergency Ventilation System (MCREVS) fans and the Standby Gas Treatment System (SBGTS) fans has been discussed. These systems support the operation of other plant systems, and as such the MCREVS and SBGTS are operated during operation or testing of the supported system. The operation of the SBGTS and MCREVS in support of other plant systems would identify significant failures and adequately exercise the fans; however, it is not a functional test of the system. For example, during quarterly testing of the main control room air intake radiation monitor (TS 4.11.A.4) the MCREVS is operated and during the  !

  • Document Control Desk Page 2 l 4.5.C.1(b)) the SBGTS is operated. Because of the important supporting l function of the SBGTS and the MCREVS in these tests, the fans are adequately exercised and gross system failures woulu be identified. As stated 1 previously, PECo is committed to the Improved Technical Specifications (ITS).

The ITS includes a surveillance requirement (SR 3.6.4.3.1) to operate the SBGTS every 31 days for a plant-specific number of hours. PECo will be implementing this requirement as part of the overall conversion to the of ITS.

Miscellaneous Administrative Issues The recently approved TSCR 88-08, " Improved Diesel Generator Testing" (Safety Evaluation Report dated March 25, 1993 Amendment 173 for Unit 2 and Amendment 176 for Unit 3) affected the page numbering of our September 28, 1992 submittal. In specific, TS page 218c of the September 28, 1992 submittal has been renumbered 218j because of the Diesel Generator Improved Testing amendment. The renumbered page is included in Attachment 1.

The next clarification concerns page 86a, submitted in our instrument TSCR, dated October 19, 1992. A note regarding the effective date of an earlier TSCR and the indicating daggers in the TS page were deleted for clarity. This deletion was purposefully done and does not affect the 24 month submittal or change any of the analysis done in support of our 24 Month TSCR submittals.

Lastly, two typographical errors have been identified which should be corrected. The corrected pages are included in Attachment 1. The errors are a misspelling on TS page 44 of the instrument submittal and the inadvertent deletion of a lina of TS page 240j(1) of the non-instrument submittal.
