Perry Nuclear Power Plant Docket Nos. 50-440; 50-441 Use of Non-Class IE Control Power and Control Components in Diesel Generator Building Ventilation Systems [RDC 80(83)]

Dear Mr. Keppler:

This letter serves as an interim report pursuant to 10CFR50.55(e) concerning the use of non-Class IE power to operate control devices and use of non-Class 1E control components in the circuits which provide control signals to the diesel generator building ventilation system.

Mr. P. R. Pelke of your office was first notified on August 16, 1983, by Mr. E. Riley of The Cleveland Electric Illuminating Company that this problem was being evaluated. This report contains a description of the deficiency and the planned course of action for completion of our evaluation for significance.

Description of Deficiency Relays R1A and RIAA associated with the standby diesel generators are used to control the safety-related ventilation systems equipment in the diesel generator building. Transamerica Delaval supplied the standby diesel generator system.

The Transamerica Delaval schematic 09-0500-15051, sheet 5, Revision D, indicates that these relays are operated by a non-Class 1E power supply.

In addition, two control components, an auxiliary latch relay R1 and a time delay relay TD-3, control the diesel generator building ventilation systems through the R1A and RIAA relays. The referenced schematic designates these componento as non-Class 1E devices.

-Planned Course of Action We presently anticipate that additional design information needed from Trans-america Delaval,for completion of our evaluation for significance will be submitted in October.

Further course of action will be determined at that time. This condition is being controlled on site through a PNPP nonconformance report, NR TAS 54.

.Our next report on this subject will be issued by December 15, 1983.
