The Omaha Public Power District's letter to the Commission dated March 25, 1983 provided a June 30, 1983 commitment date for conducting a sampling and analysis drill with the Cooper Nuclear Station.

This letter is to inform the Com-mission that this commitment will not be met until November 1, 1983.

The reasons for this are detailed in the attachment to this letter.

e' Attachment OPEN IT2M 50-285/8135-27 Item Description Evaluate capabilities for meeting the three-hour sample and analysis time frame if the radiochemistry laboratory becomes uninhabitable due to elevated radiation levels.

Response

The District's Radiological Emergency Response Plan deline-ates a radioactive sample analysis program whereby the Cooper Nuclear Station (CNS) provides the Fort Calhoun Station (FCS) with backup laboratory support should the radiochemistry laboratory become uninhabitable.

The Dis-trict has committed to conduct a sample and analysis drill by June 30, 1983 to confirm the usefulness of CNS facilities and approximate the time necessary for execution of the procedure under post-accident conditions.

This commitment date cannot be met due to the reasons discussed below.

Upon evaluation of analytical capabilities, it was deter-mined that CNS does not have the facilities for analyzing a pressurized, undiluted sample obtained using the interim post-accident sampling bomb.

FCS cannot supply CNS with a diluted, depressurized sample until the post-accident sampling system (PASS) becomes operable.

The present commit-ment date for having the PASS operable is September 30, 1983.

Once it is determined that a depressurized, diluted reactor coolant sample can be obtained using the PASS, a sample and analysis drill will be conducted.

Development of a detailed procedure for sample transport, training for appropriate personnel, and execution of a drill will be completed by November 1, 1983.
