Dear Judge Moore:

On September 9, 1983 Joint Intel.enors filed a supplement to their motion to reopen the record on the issue of construction quality ass'urance. PGandE will respond in full to the supplemental motion within the time set by the rules. In the meantime this letter is being sent to caution those who review the Joint Intervenors' filing from considering the audit report appended thereto as having any viability standing alone, or as being correct in the findings included therein.

Audits are an integral part of a QA/QC program. They have no meaning when taken out of context. Their purpose is to point out any possible deficiencies which must be addressed. Such audits are responded to by the contractor. The audit itself and the response are then reviewed and evaluated by PGandE's QA Department to ascertain what, if any, action should be taken. These steps were followed in respect to the instant audit. As we will show, the series of documents, the audit, the Pullman response and the PGandE review reports, when read together, eloquently testify to the viability of the construction QA/QC program at Diablo Canyon.
