T 2733 E. Pine Creek Circle Fullerton, CA 92635-2936 December 8,1994 Mr. William T. Russell, Director United States Nuclear Regulatory Commission Office of Nuclear Reactor Regulation Washington, D.C.

20555-0001

Dear Mr. Russell:

Orange County's bankruptcy is just part of the overall picture of what has been happening for several years in Orange County.

Last year the City of San Clemente voted to eet rid of its City Police Deoartment because of budeet shortfalls and realities.

Presently the Orange County Sheriff's Department is responsible for the citizens and residents of Orange County.

In an emergency who is going to maintain law and order?

Will the Orange County Sheriff's be able to get into the area to avoid possible looting and damage?

Will there be enough sheriff help and support?

There continues to be discussions. about reverting to the all volunteer fire department that San Clemente used to have. The City of San Clemente-as well as the County of Orange is in dire and disasterous economic straights.

Please continue to do whatever you can to close the two remaining San Onofre Nuclear Generating Stations (S.O.N.G.S.) the sooner the better.

The situations seems to deteriorate daily.

Sincerely,

//
