This letter provides notification that Beaver Valley Power Station, Unit No. I will use the rod swap methodology described in WCAP-9863

" Rod Bank Worth Measurements Utilizing Bank Exchange", beginning with Cycle 4.

The referenced WCAP has been reviewed and found acceptable by the NRC Core Perfomance Branch as an alternate method of determining rod bank worth, reference NRC letter and safety evaluation:

The rod swap methodology is an improved method for measuring rod bank worth over the boron dilution method as greater concentrations of boron are maintained in the reactor coolant system which will increase the Margin of safety and will:

1.

Reduce the time required for rod bank worth measurement, 2.

Reduce the amount of water to be processed, and, 3.

Increase the shutdown margin.

Based on the above, we have detemined that the rod swap methodology provides a safer method of measuring rod bank worth, therefore, procedures are now being developed to incorporate the rod swap methodology into our startup testing program.
