TECHNICAL SPECIFICATION 4.8.1.1.2.D.1 Gentlemen:
On June 17, 1991, Carolina Power & Light Company (CP&L) requested a one-time only extension until November 21, 1991, of the diesel generator surveillance interval associated with Technical Specification 4.8.1.1.2.d.1 for the Brunswick Steam Electric Plant (BSEP), Unit No. 2.
The attached information is provided in response to the Staff request for additional information on August 6, 1991 concerning this license amendment request.

During the Parch 29, 1991 through May P, 1991 sLutdown period for Bruntwick Unit 2, why was CP&L unable to perform the diesel generator inspection required by Technical Specification 4.P.1.1.2.d.17 CP&L RESPONSE:
Technical Specification : 8.1.1.2.d requires that certain surveillances of the emergency diesel generators be performea at least once per 18 months during shutdown. On March 29,1991, Unit 2 was shut down in order to replace the Diesel Generator l'eamshaf t which was inadvert intly. iaged during the process of canshaft bearing replacement on March 26, 1991.
a addition to camshaft replaeament, CP&L performed inspections, repairs, and operability testing of the diesel generacors during this outage which satisfied the requirements of Technical Specifications 4.8.1.1.2.d.2 through 4. 8.1.1. 2. d. 7.
The overall focus of this'
-effort was to repair and/or replace the damaged Diesel Generator 1 camshaft and to
-perform as much maintenance work as could be completed during the process, in order to improve the integrity and teliability of the diesels.
Technical Specification 4.8.1'.l.2.d.1 requires that each diesel generator shall be demanstrated operable at least onca per 18 months during shutdown by subjecting the diesel to an inspection in accordance with mans..
aturer reconmended procedures. This inspection is accomplished via a partial tear-oown of the diesel generator. A period of approximately one week per diesel generator is required in order to perform the diesel inspection to comply with Technical Specification !. 8.1.1.2.d,1.
The work performed during this effort was not anticipated to require a five week l
outage.
Therefore, CPLL did not initiate the inspection effort stipulated by Technical Specification 4.8.1.1,2,d.1 during this outage because the ourage ac not anticipated to be of sufficient dur ation to completa the inspection process v. that time.
