McGuire Nuclear Station, Units 1 and 2 Docket Nos. 50-369 and 50-370 Technical Specification Amendment Generic Letter 90-09 Attac' icd is a proposed amendment to the Technical Specifications for the Facility Operating License Nos. NPF-9 and NPF-17 for McGuire Nuclear Station, Units 1 and 2, respectively. The request involves changing the schedule for snubber visual inspections. This submittal is in accordance with the guidance provided in the NRC's Generic Letter dated December 11, 1990.

The attachments contain the proposed changes (Attachment 1) and a discussion of the justification and No Significant Hazards Analysis (Attachment 2). The analysis is included pursuant to 10 CFR 50.91 and it has been concluded that the proposed amendment does not involve significant hazards consideration. Pursuant to 10 CFR 50.91 (b) 1, the North Carolina Department of Human Resources is being provided a copy of this amendment request. The proposed amendment has been determined to have no adverse safety or environmental impact.

Upon approval of this amendment, the current snubber visual inspection schedules will be recalculated by taking the number of inoperable snubbers found in the previous inspection and applying the new surveillance criteria. Implementation of this amendment will result in a significant reduction in both radiological exposure to plant personnel and allocation of plant resources. Therefore, it is requested that this amendment be approved by October 7,1991. Approval by this date will allow Duke Power to apply the revised inspection criteria in the next Unit I refueling outage and, thereby reduce radiation exposure during the outage by at least 2.5 person rem and save approximately 1200 manhours of labor.
