DOCKET NUMBER 50-483 CALLAWAY PLANT REVISION TO TECHNICAL SPECIFICATION 3/4.0 SURVEILLANCE INTERVALS

U LNRC-217 2, dated March 8, 1990 The referenced letter transmitted an amendment application to revise Technical Specifications 4.0.3, 4.0.4 and their associated Bases to incorporate the changes provided in Generic Letter 87-09, dated June 4, 1987.

The purpose of this letter is to provide a revision to the original transmittal. provides a revised Insert 1 and Insert 3 for Technical Specification 4.0.3 and Bases 4.0.3.

The revision adds to Insert 1 the words

" allowable outage" to the time limits of the ACTION requirements discussed in the-second sentence to be more consistent with the wording used-in the Bases.

The revision deletes the last portion of the first paragraph of Insert 3 regarding enforcement action and the reporting requirements as this is inconsistent with the purpose of the Bases.

It deletes the sentence in the middle paragraph of Insert 3 discussing the applicability of the 24-hour " grace" period for surveillances which take exception to Technical Specification 4.0.4, as this is inconsistent with how Union Electric interprets these requirements.

It also adds editorial changes to Insert 3 to provide consistency throughout the text of the Bases. provides a complete package containing all of the proposed Technical Specification changes that were in the original transmittal and the changes submitted in this transmittal.

surveillance requirement, the allowed surveillance interval is applicable.

That is, the allowed j

surveillance interval is assumed to start at the time of entry into the mode for which the surveillance is required to be performed.

Union Electric will, however, retain the practice of completing the surveillances as soon as it is practical to do so.

Using the revised Specification 4.0.3 dases as presented in Generic Letter 87-09 would only provide 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> to complete all raquired surveillances before determining that the LCO has not been met and applying the ACTION requirements.

Depending on plant conditions during start-up and rate of-power ascension, it has been our experience that the 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> is not adequate to perform all required surveillances.

When numerous surveillances are required within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> of a modo entry or upon reaching certain plant conditions, manpower considerations may not permit completing all required surveillances in a controlled deliberate manner within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.

Main steam isolation valves, main feedwater isolation valves, and secondary atmospheric steam dump valves are examples of components that would become due at the same time and for which the 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> would not be sufficient.

For this reason, the current practice of completing surveillances as soon as practicable after entry into a mode for which a 4.0.4 exception is gr;.nted should be retained.

These changes are similar to those recently approved for Northeast Nuclear Energy Company's Millstone Unit No.

3, and the conclusions of the complete Safety Evaluation and Significant Hazard Evaluation transmitted by Reference ULNRC-2172 remain valid.
