Dear Sir:

Attached are the objectives for the FitzPatrick Emergency Preparedness Small Scale Exercise scheduled for October 12, 1983.

The objectives do not specify operation and staffing of the Joint News Center, because Niagara Mohawk will have demonstrated staffing and operation of the center, using the same personnel, two weeks prior to the FitzPatrick exercise.

The Authority will only simulate operation of the Post-Accident Sampling System during the Cctober exercise.

Actual operation of this system will have been demonstrated in preoperational testing prior to Cycle 6 startup.

A.

PURPOSES This document provides guidance for the conduct of the 1983 Nuclear Regulatory Commission (NRC) observed small scale radiological emergency exercise at the James A.

FitzPatrick i

Nuclear Power Plant (JAFNPP).

j The scope of this exercise, with some exceptions, will en-deavor to demonstrate by actual performance a number of primary emergency preparedness functions.

At no time will the exercise be permitted to interfere with the safe oper-ation of JAFNPP and the plant management may, at their discretion, suspend the exercise for any period of time nec-essary to ensure this goal.

This exercise will include the appropriate notification to the Nine Mile Point Nuclear Station (NMPNS).

Active partic-ipation by the NMPNS organizations is not expected.

This exercise will include the appropriate notifications to Oswego Councy and New York State.

Limited participation by 1

these organizations shall be included.

B.

EXERCISE OBJECTIVES 1.

Radiological Emergency Preparedness Plans a.

Evaluate the adequacy and capability of implemen-tation of the James A.

FitzPatrick radiological i

emergency plans.

b.

Demonstrate the emergency response capabilities of JAFNPP and the Headquarters Recovery Staff.

c.

Demonstrate the capability of JAFNPP to implement their radiological emergency preparedness plans in a manner satisfying NRC acceptance criteria.

2.

Notification Procedures a.

Demonstrate the ability of JAFNPP staff to classi-fy actual or potential emergencies in accordance with JAFNPP Emergency Plan Implementation Proce-dures as to:

Emergency Operations Facility (EOF), and the Operations Support Center (OSC), Recovery Cen-ter (RC), and the ability to maintain communica-t tions with the Federal Government.

Demonstrate emergency communications cability among Oswego County, New York State and JAFNPP in-l cluding the Radiological Emergency Communications System (RECS - Hot Line).

c.

Demonstrate the adequacy of JAFNPP and Headquar-ters emergency communications to:

Demonstrate the capability of JAFNPP emergency response organizations to make recommendations concerning. appropriate protective action response options.

Demonstrate JAFNPP employee accountability fol-lowing the requirements of the Emergency Plan Implementing Procedures.

Radiological Exposure Control a.

Demonstrate the decision process for limiting ex-posure of emergency workers, b.

Demonstrate methods and resources for distribution of dosimetry to emergency workers at JAFNPP.

c.

Demonstrate the capability of personnel for keep-ing records of individual radiation exposures at JAFNPP.

9.

Medical Support The initial treatment of an injured worker with contam-ination at JAFNPP, transport to and subsequent treat-ment at a hospital will be demonstrated at a medical drill in association with Oswego Hospital.

10.

Reentry and Recovery a.

Demonstrate the capability of emergency personnel to identify requirements, assess and implement procedures for reentry.

b.

Demonstrate the capability of emergency personnel to identify requirements, programs and policies governing damage assessment and recovery.

C.

INTENT OF THE FITZPATRICK EXERCISE SCENARIO The licensee (New York Power Authority), New York State and Oswego County plan a coordinated small scale exercise of their respective emergency plans for the JAFNPP site October j

12, 1983.

In order to minimize the impact on scheduling and agendas, the exercise scenario will be completed in a time frame of approximately a routine working day.

The exercise is intended to demonstrate many, but not neces-sarily all, of the JAFNPP capabilities to respond to a wide range of emergency conditions.

This scenario is designed to activate the JAFNPP Emergency Plcn through ~1ts various ac-l

PAGE 6 tion levels.

Although this scenario attempts to accurately simulate operating events, it is not intended to assess all of the operator's diagnostic capabilities, but rather pro-vides sequences which ultimately demonstrate the operator's ability to respond to events and which results of exercising onsite emergency plans and procedures.

Free play is en-couraged and the controllers will interfere only if opera-tor / player action prematurely terminates the exercise or excessively deviates from the drill schedule.

D.

CONCEPT OF OPERATIONS AND CONTROL OF THE EXERCISE I

The licensee shall supply official controllers for locations

(

where an emergency response is being demonstrated for the i

exercise.

Prior to the exercise, the controllers will be i

provided with the appropriate locations, maps, time periods, guidelines, and an observer evaluation checklist for their h

exercise assignments (as appropriate).

i The exercise initiating events will be controlled by a lead controller at the JAFNPP.

Simulatcd initiating events will consist of two types of information:

1.

Information and data provided to control room personnel by the control room referee.

2.

Onsite and offsite dose rate data (simulated gamma and iodine dose rate measurements) provided to the site monitoring teams by controllers.

The lead controller (onsite) will have the responsibility to control and coordinate the time sequence of initiating events to ensure an orderly flow of exercise events.

As the initiating events are provided to the JAFNPP staff, they will determine the nature of the emergency and imple-l ment appropriate plant emergency response procedures.

These procedures include a determination of the emergency classi-I fication in accordance with the JAFNPP Emergency Plan.

Af-ter the emergency classification has been determined, the l

appropriate federal, state and local authorities will be l

notified in accordance with the JAFNPP emergency response j

procedures.

The simulated accident will continue to develop based on data and information provided to the control room personnel l

by the control room referee.

As the situation develops, information will be forwarded to New York State and Oswego County.

Certain inconsistencies (such as plume width, release dura-tion, technical reason for the simulated release, etc.) may be intentional and required due to the nature of simulating

i an accident that has never occurred and the requirement to provide an exercise basis which tests the site to the maxi-mum extent feasible in a limited time frame.

If an incon-sistency is known or determined to be intentional, then the accident assessment. group will note the inconsistency and ignore it.

The lead controller shall have the authority to resolve or explain any inconsistencies or problems that may occur during the exercise.

E.

PUBLIC INFORMATION AND AWARENESS I

Agencies should make every effort to prevent the public from being misinformed about the nature of the exercise.

There-fore, it is important to inform members of the public that i,

L an exercise is in progress and that their involvement is not required, whenever public contact occurs in the field.

F.

MAINTAINING EMERGENCY READINESS During the performance of an exercise the ability to recog-nize a real emergency, terminate the exercise, and respond to the new situation must be maintained.

Therefore, the exercise scenario and actions of participants shall not in-clude any actions which degrade the condition of systems,

1 equipment or supplies, or affect the detection, assessment or response capability to radiological or other emergencies.

Actions taken by the participants shall also avoid actually i

reducing plant or public safety.

The potential for creating real radiological or other emergencies shall be specifically avoided.

All messages about real events shall be clearly identified as such. For example, precede a real message with "This is NOT, repeat, NOT an exercise message."
