'EW 50-160/94-04-2 Failure to Classify the Event in Timely I Manner  :

The~ event declaration (1:29 p.m.) was delayed more than i 10 minutes after the conditions were met (1:15 p.m.) for

-the Alert EAL in 5.10.4 of EP 6100 (Rev.6) and Table I of -

tho Plan. The inspector was informed that the delay resulted _ from the ED focus on an EAL associated with t radiation levels (20 mR/hr) at the site boundary rather  !

1. Admission or denial The Georgia Institute of Technology agrees with the  :

charge of exercise weakness.

2. Reason for Weakness  !

i Insufficient data on message cards and lack of f contingency messages resulted in the delay to classify the event. Emergency training was also deficient in  ;

certain respects. The ED was concentrating on one aspect 2 of one emergency procedura rather than the entire l procedure. Emergency drills are useful tools to identify ~

weaknesses. The drill was successful in identifying this  ;

weakness. >

3. Corrective steps which have been taken and results  !

achieved.  !

A meeting was held at NNRC on November 9, 19'94 involving personnel from the Public Information' Office of NRC, The Georgia Emergency Management Agency, Georgia Tech's Media Relations, and NNRC Management. The participents ande ,

several recommendations: l l

1. A second telephone should be installed in ' the t Emergency Command Center. j
2. That a Communication Coordinator should be appointed by the Emergency Director.  ;
3. That news releases should be reviewed by the l facility director for accuracy before release. I l
