Ref erence : Letter date April 15, 1983, P. B. Fiedler to D. G. Eisenhut Our submittal fulfilling the original response requirements of Supplement 1 to NUREG 0737 (Emergency Response Capabilities) was forwarded to you by the referenced letter. That submittal included a commitment to develop, and submit to the Commission, a procedure generation package for Oyster Creek's E0P's. Attached is the subject precedure generation package.
As part of the procedure generation package, a writer's guide was developed for the first draf t of procedures written from generic guidelines.
This writer's guide is being modified (for the reasons described below) and is not included in the Attachment.
The first draf t procedures were evaluated by reactor operators, as well as human factors specialists, and format changes are being considered to improve the useability of the procedures. Since portions of the writers guide are closely linked to the format chosen, the writers guide will need to be modified during the development of the final procedure format. This final procedure format will again be evaluated by reactor operators and human factors specialists during walk-through on our Control Rocm mockup. The evaluation of the final procedure format should be completed by the end of l August and an updated writer's guide will be completed, and submitted to the Commission, in September.
