Virgil C. Summer Nuclear Station Fitness For Duty Summary 10 CFR 26.71(d) Requirements for January 1,1991 - June 30,1991 MANAGEMENT ACTIONS Positive Test Results - There were a total of five positive test results during this reporting period. These results and the subsequent management actions can be categorized as follows:

A. One confirmed positive test for drugs was received on a random test. This individual's unescorted access authorization was permanently revoked upon confirmation and their employment with SCE&G was terminated B. Three confirmed positive breath analysis test results for alcohol were received on random tests. These individuals were prohibited from entering the Protected Area following the tests, and were subsequently counseled regarding SCE&G aolicy on alcohol consumption at the Virgil C. Summer Nuclear Station prior to aeing allowed Protected Area access. Further disciplinary action was lef t to the discretion of each individual's employer.

C. One confirmed positive breath analysis test result for alcohol was received on a pre-badging test. This individual was counseled regarding SCE&G policy on alcohol consum ation at the Virgil C. Summer Nuclear Station and was subsequently al owed to take another pre-badging test. The test results were negative and this individual was eventually granted unescorted access.

No split samples were submitted to the backup laboratory and no blood tests were requested following any positive breath analysis.

Two direct observation urine collections were performed after specimens from these L

individuals registered below the minimum acceptable temperature. In each case, both samples were submitted to the laboratory and the results were reviewed by the l

Medical Review Officer who declared the specimens negative and not adulterated.

DATA ANALYSIS l

l A. Additional Substances / Lower Cutoff Levels The additional substances and lower cutof f levels used by SCE&G did not result in i-any additional confirmed positive results for this six-month period. However, l

SCE&G believes testing to the current program standards should continue in i

order to enhance the of fectiveness of the program.

B. Blind PerformanceTesting During the first quarter of 1991, there were 368 genuine specimens and 50 blind performance test specimens submitted to the primary testing laboratory. The number of blind performance specimens submitted is equivalent to 13.59% of the genuine specimens submitted (3.59% above the requirement).

In the second quarter of 1991, there were 668 genuine specimens and 80 blind performance test specimens submitted to the primary testing laborator). The number of blind performance specimens submitted is equivalent to 11.98% of the genuine specimens submitted (1.98% above the requirement). There were 3 genuine s:>ecimens submitted and 10 blind performance test specimens submitted to another contracted laboratory. The number of blind performance specimens submitted is equivalent to 333.33% of the genuine specimens submitted (323.33% above the requirement).

In both quarters, the percentage of positive and negative blind performance specimens submitted was 20% and 80%, respectively. All drugs tested by the program were included in the positive blind performance specimens submitted.

There were no discrepant results.

C. Confirmed PositiveTest Results The four confirmed positive random test resultvonstitute a positive result rate of

.63%. SCE8G believes that this rate reflects a low degree af substance abuse at the Virgil C. Summer Nuclear Station during the six month period ending June 30, 1991.

The one confirmed positive pre-badging test result for alcohol out of 123 total pre-badging tests during this reporting period was not considered significant.

REPORTABLE EVENTS There were no reportable events during this reporting period.

SUMMARY

Although there was an increase in the positive random test rate during this reporting period, three of the four confirmed positive results were for alcohol rather than controlled substances. The individuals involved were strongly cautioned as to the seriousness of misuse of alcoholin order to deter abuse in the future.

The Virgil C. Summer Nuclear Station Fitness For Duty Program continues to operate l

ef ficiently and effectively in deterring and detecting substance abuse at the facility.

SCE&G remains committed to providing a drug free work environment at the Virgil C. Summer Nuclear Station.
