7590-01 UNITED STATES NUCLEAR REGULATORY C0f91ISSION DOCKET NOS. 50-361 AND 50-362 SOUTHERN CALIFORNIA EDISON COMPANY, ET AL NOTICE OF ISSUANCE OF Ai4ENDHENT FACILITY OPERATING LICENSE NOS. NPF-10 AND flPF-15 The H. S. Nuclear Regulatory Commission (the Commission) has issued Anendnent No. 13 to Facility Operating License No. NPF-10, and Amendment No.
2 to Facility Operating License NPF-15 to Southern California Edison Company, San Diego Gas and Electric Company The City of Riverside, California and The City of Anaheim, California (licensees) for the San Onofre Nuclear Generating Station, Units 2 and 3 (the facility) located in San Diego County, California.
These anendnents are effective December 30, 1982.
The amendcents change the Units 2 and 3 technical specifications to delete the requirement for autonatic closing of the ECCS niniflow valves upon receipt of a Recirculation Actuation Signal or Test Signal.
Issuance of these anendments complies with the standards and requirements of the Atonic Energy Act of 1954, as amended (the Act), and the Commission's regulations.
The Commission has made appropriate findings as required by the Act and the Commission's regulations in 10 CFR Chapter I, which are set forth in the license amendment.
Prior public notice of this amendment was not reouired since the anendment does not involve a significant hazards consideration.

The Comnission has deternined that the issuance of these amendnents will not result in any significant environmental inpact and that pursuant to 10 CFR 51.5(d)(4) an environnental inpact statement, or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
For further details with respect to this action, see (1) Southern California Edisnn Company's letters dated December 29, 1982, (2) Amendment No. 13 to Facility Operating License No. NPF-10, and Amendnent No. 2 to Facility Operating License NPF-15 and (3) the Commission's related Safety Evaluation.
