CONTENTIONS ON FIFTEEN NEW HAMPSHIRE LOCAL EMERGENCY RESPONSE PLANS Attorney General Bellotti has recently received a package of fif teen draf t emergency response plans for New Hampshire towns.b!

Under the Board's schedule, con-tentions on these draf t plans are due on August 29.

'-1/ The fifteen plans are for the towns of Hampton, Newton, Rye, S tratham, Exeter, Newcastle, North Hampton, Seabrook, Brentwood, Kensington, Newfields, Portsmouth, South Hampton, East Kingston and Kingston.

. NECNP has previously filed a' motion requesting an extension of two weeks, until September 12, to file contentions on these fif teen local plans.

Attorney General Bellotti hereby moves for the same relief and cites as grounds therefor the attention which is required of his staff between now and the current deadline in connection with the hearing on "on-site emergency planning."

As the Baard well knows, all parties are currently submitting pre-filed testimony and otherwise preparing 2/

for the on-site emergency planning hearing, wh'ich will commence on August 17 and may extend through September 2.

Since the Board has ordered that all parties must be.present through the entirety of the hearing, counsel for the intervenors will be t

unable.to devote any time to review of the local plans or the draf ting of contentions while the hearing is in progress.

An extension of two weeks will give intervenors the

~

minimum amount of time necessary, following close of the on-site hearing, to review and prepare contentions on these fifteen plans.

We respectfully request, therefore, that the Board

-2/Attorney General Bellotti, for example, has agreed to make his expert witness available for a deposition which will be conducted this week.

All parties have been ordered to prepare cross-examination plans.
