Dear Mr. Keppler:

DOCKET NOS. 50-266 AND 50-301 RESPONSE TO NRC INSPECTION REPORT NOS. 50-266/83-08 AND 50-301/83-08 POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 By letter dated July 1, 1983, you forwarded the subject inspection report for a special safety inspection conducted by Mr.  !

P. C. Lovendale of your office on May 9-11 and June 9, 1983.

Enclosed with that letter was a Notice of Violation which discussed two items of apparent noncompliance with NRC requirements. Pursuant to the provisions of 10 CFR 2.201, Wisconsin Electric, as Licensee for the Point Beach Nuclear Plant, was required to submit a written reply to this Notice of Violation.

The following is in response-to the first item identified in the Notice of Violation. This item stated that, contrary to 10 CFR 20.103 (a) (3) , ' suitable air samples were not collected during reactor vessel head removal and cavity. floor operations on March 31, 1983. This item is accepted as lui item of noncompliance.

A revision of HPSO 32, " Reactor Head Lift / Inspection /

Replacement", has been drafted and'has been in effect since June 24, 1983. The revision to this procedure accomplished the following objectives:

1. To provide specific air sampling instructions during the vessel head lift;
2. To minimize nonessential personnel access to contain-ment during head lift; and
3. To require RE-211 and RE-212 radiation monitoring system monitors to be set to monitor containment atmosphere during head lift.

Keppler July 27, 1983 In addition to the procedural changes, three air particulate monitors (CAM's) have been ordered to provided continuous air monitoring of the containment El. 66' during vessel head lift and during other work activities that could generate airborne radioactive material. These monitors have an estimated delivery date of August 30, 1983. Also, Point Beach is fabricating portable gas sample chambers for use in detecting the presence of noble gases during reactor vessel work activities that could result in radioactive gas being released to the contain-ment atmosphere. All of these monitors will have audible alarms.

Training has been and will be conducted with health physics personnel reminding them of the need to collect grab samples whenever routine air samples are found inoperative. This action fulfills the commitments.regarding the citation and should placo Wisconsin Electric within compliance with our own procedures.

The second item of noncompliance identified in the Notice of Violation concerns Licensee's failure to comply with the provision of an NRC confirmatory order dated March 14, 1983, regarding the installation and operability of main steam line monitors (SA-11). We have previously discussed in letters dated May 25 and June 29, 1983, the corrective action taken as a result of this noncompliance and the steps we are taking to avoid further noncompliances of this nature. We also identified in our June 29 letter that, as of that date, the SA-ll monitors had been installed, calibrated and were operational. We believe these past submittals adequately address this item and would incorporate the May 25 and June 29 letters into this response by reference.
