Interim 10CFR50.55(e) Report; Tube-Line Corporation Piping Elbows
Dear Sir:
On June 22, 1983, we reported a potential 10CFR50.55(e) deficiency
[Ref erence (b)] regarding potential nonconformance with materials supplied by Tube-Line Corporation.
The following information is being filed pursuant to the interim reporting provision of 10CFR50.55(e)(3).
Description of Deficiency The UE&C Nonconformance Report (NCR) No. 2089 cited information forwarded from Tube-Line Corporation indicating that five 10" SA234 900 elbows, Heat
- ERWC and four 6" SA234 900 elbows, Heat #EPUA may not be in compliance with ASME III, subsection NCA 3800 and purchase order requirements.
Analysis of Safety Implication Failure of piping elbows in the Primary Component Cooling Water System could degrade coolant flow to safeguard components which are required for safe shutdown and/or to ameliorate the consequences of an accident.

.m United States Nuclear Regulatory Commission July 21, 1983 Attention:
Mr. Richard W. Starostecki Page 2 Corrective Action Status The five 10" elbows which are not installed are presently in a CFL hold status. Three of the 6" elbows are installed; one in an ANSI B31.1 System in the Turbine Building and two in the Primary Component Cooling Water System (ASME III). The fourth 6" elbow is being located. The supplier was contacted to further identify any other pipe sections that could be affected. A listing was received from the supplier and the additional listed pieces have been placed on hold (NCR-2171). It is planned to have the supplier test all suspect heats of material to determine if any deficiency exists. This testing is scheduled to be complete by October 15, 1983. A report on the results of this test will be submitted by October 30, 1983.
