Gentlemen:

On January 4, 1991 (NLS-90-2 37), Carolina Power & Light Cornpany requested a revision to the Operating Licenses and Technical Specifications for the Brunswick Steam Electric Plant, Units 1 and 2.

The pro,, sed changes would replace the current license condition regarding fire protection with a standard license condition and delete the associated Technical Specifications in accordance with Generic Letters 8610 and 8812.

As part of the January 4, 1991 submittal, CP&L included hand revised copies of the Operating Licenses for each unit which indicated that paragraph 2.B.(6) should be replaced with the standard license condition provided in Generic Letter 86-10.

For the convenience of the NRC staff, these Operating License pages are being re-submitted (Enclosure 1) along with the specific replacements for paragraph 2.B.(6).

In additien, the January 4, 1991 submittal omitced a change to Section 6.0, Administrative Controls, of the Technical Specifications which was reconunended by Generic Letter 88 12.

Specifically, the January 4, 1991 submittal did not include the requirement for the Plant Nucicar Safety Committee (PNSC) to review changes to the Fire Protection Program and itoplementing procedures and submit any changes approved by the PNSC to the Nuclear Assessment Department for review. provides revised pages which incorporates this requircment as Technical Specification 6.5.3.8 m.

The new Technical Specification 6.5.3.8.m is formatted in accordance with the model technical specifications provided in Generic Letter 88-12.

The addition of Technical Specification 6.5.3.8.m represents a new requirement wh!ch (1) does not involve an increase in the probability or consequences of an accident previously evaluated, (2) does not create the possibility of a new or different kind accident from any accident previously evaluated, and (3) does not involve a reduction in the margin of safety.

As requested by CP&L in the January 4, 1991 submittal, the replacement Operating License conditions are the standard license condition provided in Generic Letter 86-10.

Based on this, no additional information is being provided as a result of this supplement and the significant hazards analysis provided in the January 4, 1991 submittal remains valid.

1 Document Control Desk NLS-91-085 / Page 2 Changes to the Brunswick Updated Final Safety Analysis Report (UFSAR) which included the incorporation of the Fire Protection Program and the fire hazards analysis were made in Amendment 5, dated June 1,1987, and Amendment 9, dated May 31, 1991.

No additional UFSAR changes are necessary to support issuance of the requested license amendment.
