The Atomic Safety and Licensing Board Panel (ASLBP) is the statutory office that performs the hearings function for the Commission and such other regulatory functions j

authorized by the Commission. The Panel is comprised of (1) any number of Administrative Judges (full time and part time) who are lawyers, physicists, engineers, i

and evironmental scientists; and (2) the Administrative Law Judges who hear antitrust, civil penalty, and other cases and serve as Atomic Safety and Licensing Board Chairmen.

Administrative Judge (Health Physicist; salary $72-89K)-The individual selected will serve on the A9LBP as a Health Physicist on a full-time or part time basis. The nomince, who must be a U.S. <. den, will have at least 7 to 10 years' experience in health physics and certification by the Amen.an Board of Health Physics. This knowledge is comparable to a PhD in Geochemistry with current interests in the temperature range of 25C to 250C and active involvement in the investigation of low temperature chemistry, i

hydrothermalsystems, and ore body formation. Must have detailed knowledge of the latest methods in the field of geochemistry as it relates to waste management and disposal of nuclear wastes. Will use skills to dealgn and coordinate geochemical reasearch programs, develop standards on geologic aspects of radioactive waste disposal, and develop guidelines and criteria for evaluating license applications. Research Engineer (GG-14)-Position requires a broad knowledge in scientific and engineering fields related to containment and reactor sptems design and analysis including heat transfer, fluid flow, and thermo%namics. Should havt; basic knowledge and familiarity with the design of containment and reactor systems as well as an understandingof mathematical methods for reactor safety analysis. Experience should include demonstrated ability to manage large, complex research programs. Focus of NRC research is on severe accident phenomena associated with both in-vessel core melt progression and fission product release as well as phenomena related to co itainment loading conditions. Senior Materials Engineer (GG 15)-Position reqt*es training and experience to plan, organize, direct, and coordinate research efforts associated with ruetallurgy, structural and fracture mechanics, and integrity of primary system structural components under normal operating, upset accident, and faulted conditions. The Office for Analysis and Evaluation of Operational Data (AEOD) analyzes and evaluates operational safety data associated with NRC-licensed activities to identify issues 4

Plant Systems Engineer (GG-14)-Position requires knowledge of nucicar steam supply and balance of plant systems and components for nuclear power plants to analyze significar ce of operational experience. This activity is part of an integrated national program for the systematic collection, analysis, and feedback of operating experience to the U.S. nuclear industry and foreign regulatory groups. Reactor Operating Experience Engineer (GG 14)-Position requires knowledge of the overall operation of nuclear power plants to anal >7e the significance of operational experience, identify the need for additionalanalyses, and to conduct systematic evaluations to resolve potcntial safety pr60lems.

Also requires knowledge of computers and data base management systerns to monitor the development of systems for the collection, handling, screening, analysis, evaluation, and dissemination of operationalexperience. [Div. of Safety Programs]

Reactor Operations Engineer (GG-13/14)--Position requires training or experience in nuclear engineering.

Requires knowledge in the areas of analyzing operational safety problems, safety significaace, and

root cause evaluation techniquen and methods, design, testing, and operation of nuclear reactors.

Participates as a team member dining the preparation, conduct, report writing, and follow up phases of a diagnostic evaluation and/or incident investigation at licensee and nuclear facilities and corporate offices Must know management systems, organizationaleffectiveness, human resource management, and behavioral psycholog,.., it relates to nuclear power plant organization. (Div. of Operational Assessmentj Reactor Systems Specialist (GG 14)-Position requires training or cyperience that would be eligible for certification through professional registration procedures or equivalent and demonstrated knowledge of the design, installation, testing, or operation of systems required for light-water power rea< tors. Expertise needed on at least one type of power reactor equivalent to a senior reactor operator license, which is desirable. Knowkdge of agency response modes, emergency action levels, and operations center procedures is essential. [Div. of Operational Assessment]

The Advisory Committee on Reactor Safeguards (ACRS) and Advisory Committee on Nuclear Waste (ACNW) are committees that report directly to the Commission. The ACRS' charter is to review various safety studies and applications for construction permits and facility operating licenses and report to the Commission its findings and recommendations. The ACNW reviews and advises the Commission on all aspects of nuclear waste management and disposal within the purview of NRC responsibilities.

The ACRS invites applications for membership for two positions opening in February /May 1991. Members are appointed for four-year terms, must have experknce in commercial reactor operations, nuclear engineering design, and other related engineeriv, disciplines. Members must be able to devote a substantialamount of time to ACRS work during the year to conduct the review of safety issues related to the operation of more than 100 nuclear power plants.
