Dear Sir:
The purpose of this letter is to advise you of a change to Commonwealth Edison's (Comed)
Quad Cities Station Unit 2 Cycle 13 Core Operating Limits Report (COLR) consistent with Generic Letter 88-16.
It was discovered that the turbine bypass valve opening times are non-conservative with respect to the system design and reload licensing analyses. As a result, Comed has concluded (OSR 94-37) that a change to the Unit 2 Operating Limit MCPR was necessary.
A revised copy of the Unit 2 Cycle 13 COLR has been provided.

The purpose of this memorandum is to present a package suitable for On-Site Review of the Quad Cities Station Unit 2 Cycle 13 Core Operating Limits Report (COLR) for the current operating cycle (Reference 1). This package should be implemented based on the conclusions of Reference 2 which evaluated the Main Turbine Bypass Valve Opening Time results specified in Reference 3.
The appropriate NFS personnel have reviewed the enclosed package. The following attachments are provided:

NFS 50.59 Evaluation This change is being initiated due to the failure of the Unit 2 main turbine bypass valves (Reference 3) to open in the time required by the transient documents
V D:c mbir 5,1994 used in the cycle licensing basis. This change incorporates a bounding and conservative Operating Limit MCPR for feedwater controller failure (FWCF) when the main turbine bypass valves fail to open (Reference 5). The current (Reference
- 4) administratively applied OLMCPR (1.42) in the control room will be implemented into the Q2C13 COLR.
