1 As you know, West Valley believes that its NEPA motion,

_ which you denied on July 11, 1983, raises issues which affect the integrity of the NEPA process. We, therefore, request pursuant to 10 C.F.R. 0 2.730(f) that you authorize an appeal of your decision on the ground that prompt decision is necessary to prevent detriment to the public interest and unusual delay and expense.

Attached is a motion we have filed simultaneously with this lett,er with the Appeal Board constituted in this matter.

The motion seeks a stay of the decision. We request that you also treat this motion as a motion to you requesting that you certify this decision for appeal.
