Catawba Nuclear Station, Units 1 and 2 Docket Nos. 50-413 and 50-414 Inte:?im Security Compensatory Measures for Main Feedwater (CF) System Valves and Piping

Dear Mr. Martin:

On April 16, 1991 at approximately 1452 hrs. with Unit 2 in Modo 1 of Power Operation, a 111 Ili Steam Generator (S/G) (P-14) signal was roccived which tripped the Main Turbine and the Train

'B' Main Feedwater (CF) pump resulting in an Auxiliary Feedwater (CA)

Autostart.

An investigation of the event revealed that the Main Feedwater By-pass Check Valves (2CF-166, 167, 168, 169) failed to seat properly. The failure of these valves required an evaluation of alternative physical protection options for plant equipment prior to returning the unit to operation. The Catawba Senior Resident Inspector and NRC Region II Safeguards Branch personnel have reviewed the event and the implemented interim security compensatory measures, however, since this is a vital area issue, Region II l

requested we provido details of the inplemented security l

compensatory measures for ONRR review and approval.

Enclosure 2 through 6 contain system drawings marked to indicate piping flow paths and security patrol routes. As referenced in Enclosure 1, Licensee Event Report 50-414/91-006 dated May 16, 1991 provides additional technical details on the event.
