University of Virginia Eme gency Preparedness Drill Scenario Nuclear Reactor Facility for 22 November 1994 Scope and Objectives The 1994 Emergency Drill for the University of Virginia Nuclear Reactor Facility is i scheduled for 22 November, starting at approximately 0830 and running 3 to 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br />.  :

The scenario encompasses the facility response to a fire in a radioactive materials storeroom. The immediate situation is to be a simulated fire in th'e rad waste storage room directly below the building front office / Emergency Support Center. The outside agencies expected to be involved will be the local 911/EOC, rescue squad, University Police, fire department, Virginia Dept. of Emergency Services, and the University Hospi!M (limited).

The contaminated-injured person will have internal and external contamination and injuries that will be life threatening (unconscious with smoke inhalation and burns). The injuiy is to occur prior to the initial building evacuation and should require search and treatment while evacuation and personnel accountability procedures are in progress. The scenario will encompass treatment up through placement of the contaminated-injured person into the rescue squad vehicle and transport to the hospital.

The drill will terminate after the fire is out and decontamination of personnel, equipment and area is in progress and with the victim being delivered to the hospital.

The response team may request precautionary state emergency services aid in:

1. radiological monitoring, and
2. notification of the inhabited building surrounding the facility. ,

If this happens the request will be noted and aid from the state will be deemed to have arrived so it may be put into action. Any evacuation of surrounding areas will be simulated.

All communications, requests for assistance, notifications etc. will be made (ie. no simulations).

The Objectives of this drill are:

1. To test the emergency assessment, job familiarity, and decision making of facility personnel.
2. To test the UVA Nuclear Reactor Facility communications system, and information transmitting ability of personnel.
3. To test the contamination control abilities of the staff.
4. To demonstrate the willingness and response time of outside agencies to participate.
5. To test the radiological monitoring and control abilities of the facility.
6. To test the adequacy of timing and content of the implementing procedures and methods, and emergency equipment.

Contamination Specifications:

Victim is internally and externally contaminated from radio-particulates in the smoke.

Isotopes: Mn-54, Ag-110m, Ag-108, Co-60, Zn-65, Cs-137, Total of 100 microcuries in particulate and smoke,50 microcuries in transportable /dilutable form.
