Dear SLt. Starostecki,

This refers to the routine, safety inspection conducted by FLt. S. Hudson of tjout staff on April 1-30, 1983 at Nine blite Point Unit H1, Scriba, New York of activities authorized by NRC License No. DPR-63, and to.the discussions of your findings held by FLt. S. Hudson witli Alt. T. Roman of our staff at the conclusion of tJze inspection.

Item A Technical Specification 6.8.1 states in part:

" Written procedures and administrative policies shall be established, implemented and maintained..." Administrative procedure APN-7A, " Placement of Jumpers and Blocks or Lifting of Leads", Revision 8 dated September 7, 1982, Section 4.1, requires that jumpers be identified with a serial number. Section 4.3.3 states in part:

"After restoration, the person performing and the person verifying shall sign the jumper / block log..."

Conttary to the above, on April 27, 1983, two jumpers - one of which a not numbered - were found.to be installed although jumper tog #1392 indicated.that they were removed on April 13, 1983.

RESPONSE

This incident m discussed with.the individuals involved and the importance of strict adherence to the jumper / block Log ptocedures APN-7A m sttessed. The ptocedure uns also reviewed with them. Subsequent to titis event a review of all safety related systems uns performed ptior to start up which assured that no other unauthorized jumpens or lifted leads existed.
