Mr. J.

B. Martin, Regional Administrator Daar Sir:

Subject:

Docket No. 50-362 Prompt Report Licensee Event Report 83-043 San Onofre Nuclear Generating Station, Unit 3 Pursuant to Saction 6.9.1.12.b of Appendix A, Technical Specifications tc Provisional Operating License NPF-15 for San Onofr e Unit 3, this submittal provides the written confirmation of our prompt notification to the NRC on July 8, 1983, of a reportable occurrence involving the D.C. power sources On July 8, 1983, while Unit 3 was in Mode 4 Train B Emergency Chiller E-335 was declared inoperable.

Loss of a chiller renders all equipment inoperable in rooms in both units where chilled water is provided to cool atbient air.

Several Limiting Condition for Operations (LCO's) govern plant operation in this situation.

Tha most restrictive LCO for a loss of the ch111er is LCO 3.8.2.1.

The loss of Train B Emergency Chiller renders two battery chargars inoperable.

Since LCO 3.8.2.1 requires all four battery banks and their associated battery chargers to be i

operable in Modes 1 thru 4 and since the associated Action Statement only addressas loss of one such bank and its associated battery charger LCO 3.0.3 was invoked at 1350.

The chiller was declared operaole at 1422 and LCO 3.0.3 was exited.

A 14-day follow-up report and Licensee Event Report (LER) No.83-043 will be submitted prior to July 25, 1983, to address this event.
