. a CP/2/A/6200/48 CUKE POWER COMPANY McGUIRE HUCLEAR STATION OPERATING PROCEDURE FOR THE OPERATION OF THE POST ACCIDENT LIQUID SAMPLE SYSTEM UNIT II 1.0 Pureose The Post Accident Liquid Sampling Sys;en (PALS) provides the capacity to promptly obtain a reactor ecolant sample under a nuclear reactor accident condition.
Sample acquisition during accident conditions (normal sampling area being inaccessible) will help evaluate information related to:
- 1) The extent of core damage which has occurred or is occurring.

- 2) Types and quantities of fission products released to containment .
liquid and gas phases.
- 3) Reactor Coolant chemistry and radiochemistry.
2.0 Limits 2.1 The PALS will be used to sample primary systems under the following conditions: 2.1.1 Post accident sampling 2.1.2 Inaccessibility of the Primary Sampling Lab due to radiation levels. - 2.1.3 Request from the Station Chemist or designee. 2.2 The undiluted sample volume is 1.33 ml. and the final dilution volume shall be controlled between 250-3500 ml. 2.3 Health Physics personnel must perform continuous radiation monitoring during sampling at the liquid sample or control panel on i the 716'e1 and 750'el Aux 111ary Building respectively. l 2.4 Samples will be collected in 1 ml. and 5 ml. lockable glass syringes to be found in the Hot Lab. ' 2.5 When handling radioactive samoles. good laboratory practices and techniques are essential to prevent radioactive contamination of personnel, equipment, and physical structures. Reference apolicable SRWP(s) or RWP(s) and Section 3.13 of the Chemistry Manuai. 3.0 Initial Conditions - i _/ I i v --

e f 2 J 3.1 In order to maintain the PALS in an operable condition at all tires, the following requirements on Enclosure 9.1, PALS Monthly Checklist, must be done monthly and be current prior to sampling. 3.2 Verify with Operations that 2XC "A" Train is in operation when sampling is to be perfonned and list on Enclosure 9.2. 3.3 If the containment building has been isolated due to an SI or SIS signal, no sample is to be obtained until the On-Site Support Center can decide how to un-isolate one of the sample lines. 3.4 Verify with primary chemistry personnel that no sampling is in progress in the NM Lab. 4.0 Panel Preoaration 4.1 Valve Alignment for Liquid Sampling 4.1.1 Contact Operations and request the following valves be opened to obtain the sample desired: NC HOT LEG A NC Hot Leg #1 Sample Line Inside Cont. ! 4.1.2 Notify Health Physics of sampling and ask for surveillance l prior to going to the Control Panel. Sign off Enclosure j 9.2. 4.1.3 Notify Radwaste Chemistry that panel will be coerated. 4.1.4 Record specific conductivity of buffer solution on l [ Enclosure 9.2 from Primary Chemical Data Log and take a stop watch and panel keys (located in Cold Lab Key Box) to Control Panel.

3 s - 4.2 Control Panel (750'el. Aux. Bldg. Cable Pacm) 4.2.1 Remove left side panel of the control panel and insure the system power and pc power switches are in the "on" position. All others should be "off". 4.2.2 Turn the nain selector knob (on control canel) to " Reset". Place key in System Power Switch and turn to the right. Press " Reset" button. 4.2.3 For NO Pump Discharge Sample, place the " Remote / Local" suitch on the PALS Control Panel in the " Local" position and press "Open" switch for 2NM39 or 2N;t40 to line up for an NO "2A" or "2B" Pump Discharge sample respectively. This is to be done after Operations has cycled 2N06aA or 2N0678. 4.2.4 Piace the toggle switch for the dilution water meter on "0N". 4.2.5 Place the toggle switch for the radiation monitor to "0N" and turn 'the scale select to " rem /hr". 4.2.6 Place the conductivity meter to " Measure". 4.2.7 Push in the pH probe ." standardize" knob. 4.2.8 Select the system to be sampled with the system selector - Reactor Coolant System (refers to NC Hot Leg), Reactor Sump (refers to NO Pump Discharge). 5.0 Panel Ooeration 5.1 Panel Prep (position 1) 5.1.1 Turn the selector knob to " Panel Prep", position 1. 5.1.2 Press the " Selection Power - Activate" button. 5.1.3 Press the " Panel Prep. - Purge" button and hold for 1 min. I and release. - 5.1.4 Press the " Panel Prep. - Orain" button and hold for 30 '" sec. and release. 5.1.5 Press the " Panel Prep. - Calibration" button and hold f until the conductivity and pH meters stabilize. I (Approximately 30 seconds) ! 5.1.6 Record the specific conductivity reading on Enclosure 9.2, l the measured specific conductivity should correspond with l the specific conductivity of the pH standard wnich was
prepared in the lab. If not, repeat section 5.1.3 and 5.1.5. Contact the Station Chemist or Primary Suoervisor if this measure does not work in the event of an accident. (If this is a routine test, replace the probe and then submit a work request as a final repair measure.) NOTE: Multiply conductivity meter reading by 1000 to obtain proper specific conductivity value. 5.1.7 Adjust the pH meter to the known pH of the standard. 5.'.8 Press the " Panel Prep - Purge" button and hold for 30 seconds then release. 5.1.9 Press the " Panel Prep - Flush" button and hold until the conductivity and pH meters stabilize (specific conductivity and pH of demineralized water) approximately 2-3 minutes, then release. 5.1.10 Press the " Panel Prep - Purge" button for 30 seconds and release. 5.1.11 Press the " Panel Prep - Drain" button for 30 seconds and release. 5.1.12 Repeat Steps 5.1.9, 5.1.10, 5.1.11 and then continue to Section 5.2. 5.2 Sample Collection (Position' 2) 5.2.1 Turn the selector knob to " Sample Recirculation", position 2. 5.2.2 Record the radiation monitor reading on Enclosure 9.2 (Background) . 5.2.3 Press the " Selection Power - Activate" button. Record the starting time on : Enclosure 9.2. The radiation monitor should show an increased activity level and Tc 1 should show temperature increase as samole enters the liquid t f panel. 5.2.4 Press the " increase flow" button gently to adjust flow such that Tc 1 stabilizes close to 37"C. If Tcl goes ! above 60"C, sample is not being cocied sufficiently. , Press the " decrease flow button and if temcerature still ! increases, turn selector to " Reset". and turn Power Key to vertical position. Call Statien Chemist or his designee. 5.2.5 Turn the selector knob to " sample", position 3, when _ the - sample temperature at Tc 1 stabilizes. Record the temperature on Enclosure 9.2. (Approximately 7-8 minutes) NOTE: Tc 2 monitors KC Coolant outlet from the PALS HX and can be monitored during Tc 1 stabilization. 5.3 Sample (Position 3) 5.3.1 Press the " Selection' Power - Activate" button, 5.3.2 Monitor the temperature gauge and when Tc 1 stabilizes record the and radiation readings on Enclosure 9.2. 5.3.3 Subtrao3;. initial background activity from sample activity found during Tc 1 stabilization (Step 5.3.2) and record reading on Enclosure 9.2. This is the radiation due to the sample. 5.3.4 Press the "'iample - Trap" button. When pressure stabilizes record the reading on Enclosurs 9.2. t 5.3.5 Press the " Sample - Trap" button. Record the time sample flow stops on Enclosure 9.2. 5.3.6 - Turn the selector knob to "Depressurization and Gas Stripping", position 4. 5.3.7 Request Operations to close the valves opened in section 4.1. If an NO Pump Discharge sample is being taken, press "close" switch for the NO Pump Discharge Isolation Valve, either 2NO39 or 2N040 and place the " Remote / Local" switch in~the " Remote" position. 5.4 Depressurization and Gas Stripping (Position 4) 5.4.1 Verify that the vacuum gauge on the control panel shows - 25 inches mercury or vacuum. 5.4.2 Press the "Seiection Power - Activate" button. Wait 60 seconds and insure the 3000 psig pressure gauge indicates l 0 psig pressure. 5.4.3 Press the " Gas Stripping Start" button beneath the water totalizer and monitor the vacuum gauge. Press the " Gas Stripping Stop" button when the vacuum gauge needle reads 0 - 1 inch mercury. If 1 inch is exceeded, a new stripped 4

gas sacole will need to be taken (ie) start from Section 4.1. 5.4.4 Turn the selector knob to "Liouid Sample", position 5. 5.5 Liquid Sample (Position 5) 5.5.1 Press the " Selection Power - Activate" butten. 5.5.2 Press the " Liquid Sample Conductivity" button and hold until the conductivity meter stabilizes (approximately 20 seconds). Record the specific conductivity on Enclosure 9.2. 5.5.3 Press the " Liquid Sample pH" button and held until the pH meter stabilizes. If meter does not stabilize in 30 seconds, release the button and take a reading. Record the pH on Enclosure 9.2. 5.5.4 Press the " Gas Sample - Trap Open" button. Note level gauge should dE ' ease slightly. 5.5.5 Press the " Gas hample Trap Close" button. NOTE: Do not use " Gas Sample Increase" button as it could ruin your sample. 5.5.6 Turn the selector kno.b to " Liquid Sample Prep.", position 6. 5.6 Liquid Sample Prep (Position 6) 5.6.1 Press the " Selection Power - Activate" button. 5.6.2 Press the " Liquid Sample Prep ml grab" button nd wait 5 ,

5.6.3 Press the " Reset" button on the dilution water flow totalizer and preset tha meter for 270 mis of dilution water or 20 mis above dilution volume wanted. j NOTE: Totalizer must be set 20 mis above desired dilution volume because of a 20 ml dead loop of tubing. This means that set at 270 ml delivery, only 250 ml is actually delivered. Press the " Start" button and let dilution continue to completion. Record the indicated dilution volume on Enclosure 9.2. I

5.6.5 Turn the selector knob to " Liquid Sample", position 7. 5.7 Liquid Sample (Position 7) 5.7.1 Press the " Selection Power - Activate" button. 5.7.2 Hold the " Liquid Sample Trap Open" button for 10 seconds. 5.7.3 Imediately after 10 seconds press the "Licuid Samole Trac Close" button. , 5.7.4 Turn the selector knob to " Flush", position 8. 5.8 Flush (Position 8) 5.8.1 Press the " Selection Pcwer - Activate" button. 5.8.2 Press the " Flush Step" button and wait 1 minute,1st flush step. , 5.8.3 Press the " Flush Step" button again and monitor the pH and conductivity meters until they reach the equilibrium of domineralized water, 2nd flush step. (Approx. 2-3 minutes.) 5.8.4 Press the " Flush Step" button again and wait 4 minutes, 3rd flush step. _ t.8.5 Press the " Flush Step" botton again and wait 1 minute, 4th flush step. 5.8.6- Press the " Flush Step" button once more. The " Complete": light must illuminate. If light doesn't illuminate

5.9.7 Turn the selector knob to " reset" and press the " reset" button. 5.9.8 Turn the System Power Key to the left to operate the sumo pump: Allow pump to run until pump complete light is activated. 5.9.9 Turn the System Pcwer Key to the right to re-energize the PALS. Record the radiation level on Enclosure 9.2. 5.9.10 If the field at the panel is greater than 3 Rem /hr, continue to section 5.10, otherwise turn the System Power Key to the vertical off position and proceed to section 6.0. 5.10 Decontamination 5.10.1 Turn the selector knob to " Panel Prep", position 1. 5.10.2 Press the " Selection Power - Activate" button, 5.10.3 Press and hold the " Flush' button for 2 minutes. . 5.10.4 Repeat Panel Flush and Drain modes starting Section 5.8 through 5.9.9. - 5.10.5 If radiation level ts less than 3 Rem / hour, turn the System Power Key to the vertical position and continue to Section 6.0. If however, the radiation level remains

6.3 Collect 2 - 1.0 ml stripped gas samoles at the gas samole panel septum located on the north side of the sample panel and place syringes in plastic bag. . 6.4 Collect 2 - 5 mi liquid samples frem the liquid sample septum located on the south side of the sample panel and place syringes in plastic bag. 6.5 Replace the septa after collecting the syringe samples prior to returning to the Hot Lab, time permitting. . 6.6 Take syrinces to Hot Lab in a samole carrier and place in coerating fune hood behind a lead brick shield to await analysis. 7.0 Samole Analvsis 7.1 One syringe of stripped gas will be analyzed via Chemistry orocedure . CP/0/B/8100/31, Chemistry Procedure for the Analysis of Gases From the Reactor Coolant System Gas fiixi.ures. No averaging of gas samples will be done as in the procedure as only one syringe of sample will be oulled. Analyze the sample for % H and 0 and 2 2 report results as follows: .

The calculation of sample volume is as follows: Sample Volume = 1.33 ml , Total Dilution Volume Where: 1.33 ml. = Reactor Coolant Volume Total Oilution Volume = mis water added in Part II =11 of Enclosure 9.2 + 1.33 mis. Example: 250 ml. dilution water added Sample Volume = 1.33 ml = 5.29 x 10-3 ml .' 251.33 ml 7.4 Take 2 ml. of liquid sample and analyze for Soren using CP/0/B/8100/5E, Chemistry Procedure for the Determination of Boron in Water and Wastewater, Colormetric Method. The value received must be corrected for dilution as follows: ppm Baron in reactor coolant = ppm measured x Total Dilution Volume 1.33 ml. One technicen cup of licuid sample will be analyzed via CP/0/Af8100/06, Chemistry Procedure for the Determination of Chloride in High Purity Water. Results must be adjusted via the calculation in Section 7.4, substituting ppe Cl-for ppm 8, so that dilution is taken into account. Record value in Primary Chemistry Data Log. DUKE POWER COMPANY McGUIRE NUCLEAR STATION STATION EMERGENCY ORGANI2ATION 4 OBJECTIVE This directive esta'blishes the Station Emergency Organization and the functions it is responsible for in effectively supporting the normal operating shift in the management of any emergency condition at the station. It particularly addresses the augmentation of the operating shift resources for accident response situations where the health and safety of station personnel and members. of the gen'eral public are concerned. It provides a structure by which the normal functions of the operating shift are augmented and immediately directed to accident termination and mitigation, offs'ite consequence determination, and plant
- recovery operations.
GENERAL I Initial activities during any emergency condition are directed by the Shift Supervisor from the control room. The Shift Supervisor shall assume the functions of the Emergency Coordinator until the arrival of the Station Manager or his designee at which time the Station Manager or his designee assumes the responsibility of the Emergency Coordinator. The Emergency Coordinator will assure that the following emergency objectives are achieved during the initial phases of any emergency condition.
- 1. Initiation of emergency actions within the provisions of the Emergency Plan, including notification of and protective action recommendations to authorities responsible for coordinating offsite protective actions,

enabling the Shift Supervisor to devote full attention to remedial measures within the station. This authority to notify and make protective action recommendations to offsite authorities may not be delegated to other personnel within the emergency organization.
- 2. Notification and activation of the Station, Corporate, State / Local Government, and the Nuclear Regulatory Commission emergency organizations having a response role.
- 3. Continued assessment of actual or potential consequences both onsite and offsite throughout the evolution of the emergency condition.
- 4. Effective implementation of emergency measures in the environs including protective actions and or evacuation of affected areas, implementation of emergency monitoring teams and facilities to evaluate the environmental consequences of the emergency condition, prompt notification and communications with offsite authorities.
- 5. Continued maintenance of an adequa,te state of emergency preparedness until the emergency situation har been effectively managed and the

- 1. The Onsite Emergency Organization shall be that organization of normal plant operating shift augmented with additional personnel as deemed necessary by the Shift Supervisor / Emergency Coordinator, the Station Manager or as required by any Emergency Procedure or Station Directive.
- 2. The Shift Supervisor on duty shall ensure that all actions required by any initiating Emergency Procedure or by any emergency condition have been performed and that all actions necessary for the protection of persons and property are being taken. The Shift Supervisor upon being J

3 relieved of the Emergency Coordinator functions shall continue to take all actions necessary to ensure that any emergency situation is brought under control.
- 3. The Emergency Coordinator shall have the authority and responsibilite to initiate any emergency actions within the provisions of the Emergency Plan, including the notifications and exchange of information with those authorities responsible for coordinating offsite emergency measures. The !
Emergency Coordinator will work closely with the Shift Supervisor, other Station Management and Engineering and Technical Support personnel at the Technical Sspport Center (TSC). He shall also maintain communications with offsite personnel at the Crisis Management Center, County Emergency I Operations Center (s) and with the North Carolina State Emergency Operations Center initially, then with the North Carolina State Emergency , Response Team Headquarters as this organization is activated. This function will later be assumed by the Recovery Manager at the Duke Power Crisis Management Center.
- 4. The Control Room is the initial onsite center of emergency control. It is designed for evaluation and control over the initial aspects of an emergency and for those actions necessary for coping with the emergency condition. These actions include, but are not limited to:
- a. Continuous evaluation of the magnitude and potential consequences of the emergency condition.
- b. Initial notifications and communications with those station personnel and offsite agencies responsible for coordinating effective response measures.
The control room shall be staffed with the operating shift, the Emergency Coordinator and any other personnel the Shift Supervisor, Station Manager or Emergency Coordinator may require in response to the emergency conditioa.

- 5. The Technical Support Center (TSC) acts in support of the command and control function of the control room and to display current plant status and diagnostic information to those individuals who are know'ledgeable and
- responsible for engineering, technical, and management support of reactor operation in any emergency condition. The TSC is located in Offices 911, 912, 913, and 914 in the Service Building at Elevation 767 (See Enclosure 1, TSC Layout) and has the capability to house twenty five (25) persons, necessary communication equipment, diagnostic display information, plant drawings, layouts, maps, and charts necessary to support the emergency organization. In the event the TSC becomes environmentally uninhabitable due to radiological or other conditions and the Control Room remains secure (habitable), selected individuals (to be determined by the 2mergency Coordinator) shall move to Offices 930 and 931 inside the Con *.rol Room. All other TSC personnel shall evacuate to the Administration Building, Cowan's Ford Hydro or the Training and Technology Center, as directed by the Emergency Coordinator. In the event the Control Room also becomes uninhabitable due to radiological or other conditions, TSC personnel will evacuate to the Administration Building, Cowan's Ford Hydro or the Training and Technology Center, as directed by the Emergency Coordinator.
The TSC shall be activated by the Emergency Coordinator in accordance with the applicable emergency procedure. The Control Room shall notify and activate the members of the TSC by notifying the Station Manager or his designee and the Superintendents in accordance with Enclosure 2, who shall be responsible for notifying the personnel under their direction for activation of the TSC. The Section Heads shall be responsible for notifying the personnel under their direction assigned to the TSC and any other personnel that they may deem necessary to support the emergency condition. r The TSC shall be operational in one (1) hour and fifteen (15) minutes and will be staffed and organized in accordance with Enclosure 2, or as j deemed necessary by the Emergency Coordinator. - (1) The Emergency Coordinator or in his absence a designated alternate per Enclosure 2. The Emergency Coordinator shall have complete responsibility for activation of the TSC and the Corporate Crisis Management Plan. He shall staff the TSC with those personnel listed in Enclosure 2, or at his discretion with those personnel deemed necessary to effectively assess the emergency condition. He shall institute those procedures necessary to allow the Control Room to gain immediate control of

- direct communications via telephone or radio with the Recovery Manager at the Crisis Management Center, each County Emergency
, Operation Center, the North Carolina State Emergency Response Team and via telephone only to Nuclear Regulatory Commission. He shall maintain lines of communication and consultation with these agencies to ensure that they are informed of the emergency condition at all times, in accordance with the Emergency Plan. (2) The Superintendent of Operations when designated shall assume the duties of the Emergen_cy Coordinator. He will provide expertise to the Emergency Coordinator and the Shift Supervisor -- regarding solutions to operational problems. He shall ensure that each operating shift is manned with competent personnel I trained and prepared to manage all operational emergency I conditions and he shall augment his personnel resources as " l necessary to accomplish this goal. He shall provide technical expertise to other members of the TSC and shall work closely with the Superintendent of Maintenance in restoring station equipment to an operational status during and after the emergency condition. (3) The Superintendent of Technical Services when designated shall assume the duties of the Emergency Coordinator. He will provide expertise to the Emergency Coordinator and the . Shift Supervisor regarding solutions to operational problems. He shall provide technical expertise to the other members of the TSC in the areas of Health Physics, Chemistry, Performance, Reactor Engineering

He shall ensure that all areas of responsiblity under his direction are staffed with competent personnel properly trained and prepared to support any operational emergency coaditions. (4) The Superintendent of Maintenance when designated shall assume the duties of the Emergency Coordinator. He will provide expertise to the Emergency Coordinator and the Shif t Supervisor regarding solutions to operational problems. He shall provide technical expertise to the other members of the TSC in areas of Mechanical Maintenance, Planning, Instrument and Electrical Maintenance, and Materials Support. He will ensure that all areas of responsibility under his direction are staffed with competent personnel properly trained and prepared to support any operational emergency conditions. (5) The Superintendent of Administration when designated shall assume the duties of the Emergency Coordinator. He will provide technical expertise to the Emergency Coordinator and the Shift Supervisor regarding solutions to administrative problems associated with emergency conditions at the station. He shall provide technical expertise to other members of the TSC in the areas of Contract Services, Administrative Coordination, and 1 Training / Safety. He shall ensure that all areas under his direction are staffed and prepared to manage adminstrative support for any emergency condicions. (6) The Operating Engineer shall assume the duties of the , Superintendent of Operations when so designated. He will 1 provide technical expertise to the Superintendent of Operations and other members of the TSC as required. He will assist the Superintendent of Operations in coordinating activities during the emergency condition by developing work schedules, equipment and material procurement, guidance and assistance to the Shift l Supervisor, communication with the Crisis Management Center, incident report preparation, and other support functions as J 4

(7) The Assistant Operating Engineer shall assume the duties of the Operating Engineer when so designated. He will prov;de technical expertise to the Superintendent of Operations, the Operating Engineer and other members of the TSC as required. He shall assist the Operating Engineer in assessment and evaluation 1 of the emergency condition and in any other areas of expertise deemed necessary to the TSC organization. (8) The Health Physics Section of the TSC shall consist of the Station Health Physicist or his designated alternate, an Environmental Surveillance Coordinator / Radio Operator, a Data Evaluation Specialist, a Support Functions Coordinator and a Surveillance and Control Coordinator and other Health Physics personnel as deemed neces.,sary by the Station Health Physicist .to support the Health Phystes functions during the emergency condition. NOTE: The Environmental Surveillance Teams shall be predesignated in the Station Health Physics Manual. The Station Health Physicist shall assume the duties of the Superintendent of Technical Services when so designated. He will provide technical expertise to the Superintendent of Technical Services, the Emergency Coordinator and other members of the TSC as required. The Health Physics Section shall be responsible for gathering and compiling onsite and offsite radiological monitoring data from the NRC, State, Corporate and Station Radiological Monitoring and Evaluation Teams and for providing this information to other members of the TSC as required. The Station Health Physicist shall provide for input to and distribution of offsite dose calculation procedures and

The Station Health Physicist shall make recommendations to the ; Emergency Coordinator through the Superintendent of Technical l l Services on protective actions deemed necessary to as:ure that station personnel and members of the general public do not exceed exposure limits to radioactive materials. The Station Health Physicist shall also work closely with the appropriate members of the Corporate Crisis Management Center to ensure that radiological hazards during any emergency condition are minimized. The Station Health Physicist shall ensure that all areas under his direction are staffed and prepared to manage Health Physics support for any emergency condition. (9) The Station Chemist shall assume the duties of the Superintendent of Technical Services when so designated. He will provide technical expertise to the Superintendent of Technical Services and to other members of the TSC as required. He is responsible for coordinating chemical technical support and for initiating necessary action to insure adequate chemical sampling and evaluation -to support the emergency condition. The Station Chemist shall ensure that all areas under his direction are staffed and prepared to manage chemistry support for any emergency condition. (10) The Performance Engineer shall assume the duties of the Superintendent of Technical Services when so designated. He will provide technical expertise to the Superintendent of Technical Services and to other members of the TSC as required. He will assure that adequate levels of technical and engineering manpower are available to: manage test procedure review, carry out special test procedures, ensure control and accountability of special nuclear materials, evaluate plant and reactor performance and provide plant data information from the Operator Aid Computer to the Vax Computer System. The Performance Engineer shall ensure that all areas under his

(11) The Reactor Engineer shall assume the duties of the Performance Engineer or the Superintendent of Technical Services when so designated. He will provide technical expertise to the Performance Engineer and to other members of the TSC as required. The Reactor Engineer shall ensure that all areas under his direction are staffed and prepared to manage l technical support for any emergency condition. (12) The Projects & Licensing Engineer shall assume the duties of the Superintendent of Technical Services when so designated. He will provide technical expertise to the Superintendent of Technical Services and to other members of the TSC as required. He is responsible for coordinating station activities with regulating agencies, coordinating the reporting and investigation of all incidents and for providing a review of appropriate station technical matters. Special Assistants assigned to his area wril provide technical expertise in Emergency Preparedness, quality Assurance, Nuclear Safety, and Computer Interface. He is also responsible for ensuring that periodic updates of plant information and data are provided to State / Local Government Agencies until the Crisis Management Organization assumes this function. The Projects and Licensing Engineer shall ensure that all areas under his direction are staffed and prepared to manage technical support for any emergency condition. (13) The Instrument and Electrical Engineer shall assume the duties of the Superintendent of Maintenance when so designated. He will provide technical expertise to the Superintendent of Maintenance and to other members of the TSC as required. (14) The Planning Engineer shall assume the duties of the , Superintendent of Maintenance when so designated. He will provide technical expertise to the Superintendent of Maintenance and to other members of the TSC as required. He is responsible for the Laplementation and evaluation of the maintenance management program and for the administration of the materials procurement programs. The Planning Engineer shall ensure that all areas under his direction are staffed and prepared to manage planning and materials support for any emergency condition. (15) The Mechanical Maintenance Engineer shall assume the duties of the Superintendent of Maintenance wt.en so designated. He will provide technical expertise to the Luperintendent of Maintenance and to other members of the TSC as required. He is responsible for preventa_tive and actual maintenance for all station mechanical equipment and facilities. The Mechanical Maintenance Engineer shall ensure that all areas under his direction are staffed and prepared to manage maintenance support for any emergency condition. (16) The Contract Services Coordinator shall assume the duties of the Superintendent of Administration when so designated. He will provide technical expertise to the Superintendent of Administration and to other members of the TSC as required. He j is responsible for coordinating Security, Utility Services, and Food Vending Services for the station. The Contract Services Coordinator shall ensure that all areas under his direction are staffed and prepared to manage Contract Services for any emergency condition. 11 provide technical expertise to the Superintendent of Administration and to other members of the TSC as required. She is responsible-for coordinating and maintaining general administrative functions and support in the TSC. This area is responsible for distribution of plant status sheets and update of the TSC/OSC status boards, typing, copy service, and other miscellaneous clerical functions that may be required. The Administrative Coordinator shall ensure that all areas under

her direction are staffed and prepared to manage administrative functions during any emergency condition. (18) The Training and Safety Coordinator shall assume the duties of the Superintendent of Administration when so designated. He will provide technical expertise to the Superintendect of Administration and to other members of the TSC as required. He is responsible for coordinating the st tion training and safety activities, and Fire Protection and Medical Services in support of the emergency organization. He is also responsible for maintaining documentatiqn of those personnel who participate in the emergency response organization during actual emergencies and during exercises and drills. The Training and Safety Coordinator shall ensure that all areas under his direction are staffed and prepared to provide needed training and safety evaluations during any emergency condition.
- 6. The Operations Support Center (OSC) shall be located in Room 909 7
(Operators' Kitchen). In the event the OSC becomes environmentally uninhabitable, personnel assigned shall move to Offices 930 and 931 inside the Control Room Ventilation System. It shall be staffed with Plant Operators not assigned to the Control Room, Health Physics personnel and as needed Instrument and Electrical, Maintenance, or Chemistry personnel in support of the emergency condition. The normal station telephone system with a backup radio system (P&T frequency hand held), and the Voycall System from the Control Room or TSC shall serve as ' a line of direct communication. The personnel assigned to the OSC shall be under the direct supervision of the Shift Supervisor. v.-.. . n. -
12 The OSC shall be activated by the Emergency Coordinator in accordance with the applicable emergency procedure. The Shift Supervisor shall alert the onshift operations personnel and the Health Physics Shift Technician, who will notify the HP Supervisor listed on Enclosure 3 to the emergency condition. The Health Physics Supervisor shall alert appropriate Health Physics technicians to support the function of the OSC. The OSC will be staffed and organized in accordance with Enclosure 3, or as deemed necessary by the Shift Supervisor or Emergency Coordinator. The OSC shall include as a minimum the following personnel: Plant Cperators: Plant Operators on shift who are not actually assigned to the Control Room and additional call out operators as required or deemed necessary by the Shif t Supervisor or Emergency Coordinator. Health Physics: A Health Physics support group consisting of a Health Physics Supervisor and appropriate technicians will serve in a support function to the OSC. The Health [ ; Physics Group sugporting the OSC shall be physically
'- located in the OSC. The Health Physics Supervisor shall ensure that adequate personnel, instrumentation, respiratory protective equipment, protective clothing, and any other material needs are provided in support of the Health Physics coverage for the OSC.
