Dear Mr. Dircks:

On October 14, 1981, the Pennsylvania House of Representetives passed House Resolution 82, directing the Comittee on Mines and Energy Manacement to conduct an investigation into the

. incident rec'ently occurring at the Beaver Valley Nuclear Power Station. A copy of the Resolution as enacted is enclosed.

In order to properly conduct the investigation required by House Resolution 82, the Comittee intends to schedule a neeting cn November 12,1981 at 1:00 P.M. in .Harrisburg,The Pennsylvania Comittee to hear testimony from appropriate witnesses. '

considers that testimony from a representative of the Nuclear Regulatory .Comission is essential to the proceedings so that the Comittee can accomplish its mandated duties.

Accordingly the Comittee invites and would appreciate the appearance of and testimony from appropriate personnel of the Nuclear Regulatory Comission concerning the subject of the aforementioned Resolution 82.

The Comittee understands the restraints imposed upon the Commssion by Federal law and regulation as relates to security matters and will attempt to limit the subject matter of the meeting to nuclear plant security requirements as presently existing, the adequacy of same, the relationship of the plant operator and the NRC and the probabilities of the recurrance of a similiar incident at any nuclear power installation.

l The Comittee will not elicit testimony on any matters involving the present security systems in place which would in any way compromjse those systems or which testimony would involve "

classified information.

Since the testimony of the Comission is essential to the Comittee's work and the scheduling of this meeting, I would appreciate your response to this request as soon as possible.
