Northem States Power Company 414 Nicollet Mall Minneapohs, Minnesota 55401 Telephone (612) 330-5500 July 15, 1983 Director Office of Nuclear Reactor Regulation U S Nuclear Regulatory Commission Washington, DC 20555 FRAIRIE ISLAND NUCLEAR GENERATING PLANT Docket No. 50-282 License No. DPR-42 50-306 DPR-60 Change in Implementation of Revision 8 to Prairie Island Security Plan This is in response to your letter of March 10, 1983 concerning Revision 8 to the Prairie Island Nuclear Section Security Plan.
It was determined that the change in Section 3.2.1.3 regarding the rotation of locks, decreased security effectiveness making it unacceptable.
Therefore, we were directed to revert back to the previously approved version of our physical security plan.
The previous version of the plan does not address rotation of locks.
Proce-dures have been changed to establish lock rotation in accordance with NRC Regulatory Guide 5.12, " General Use of Locks in the Protection and Control of Facilities and Special Nuclear Materials".
NRC security inspectors from Region III have given their concurrence in taking this approach and the plan will be revised to reflect this.
