As requested.by your letter dated April 23, 1990, Duquesne Light Company ~
is notifying the NRC that full implementation of the Safety Parameter Display System (SPDS) is scheduled for completio" Ly the end of-the eighth refueling outage except for the-continucos display of the top level iconic in accordance with NUREG-1342.
'The dedication of the existing vertical board SPDS-CRT' to continuously display the iconic is dependent on the installation of an additional CRT which will be driven by the new plant process computer system.
The new CRT will provide similar graphic information for which
'the operators currently use the SPDS.CRT during normal
-operation..
The new plant process
. computer system was scheduled for installation during the eighth refueling outage.
Howevnr, because
-factory acceptance testing could not be completed in time.to ensure a satisfactory installation during the cighth refueling outage,Lthe project was delayed to the ninth refueling outage.
Consequen'-ly, the
~
schedule for dedicating the existing SPDS CRT, as stated above, will be' extended to the ninth refueling outage.
As we indicated in our letter dated. August 2, 1989, in response to Generic Letter 89-06, the 29 SPDS graphic displays provide the control room personnel with representations of plant system conditions during normal and emergency. plant operations.
The access'to lower level
- displays, particularly the overall plant status display (level 2) and-the reactor coolant. system flow diagram (level 3), have proven to be
-very useful to the operators when displayed on-the SPDS vertical board CRT.
.Therefore, -until the addition of the new CRT, we will continue to-administrative 1y control'the iconic display on one of tho'SPDS CRTs while the SPDS is. in service.
We believe that, in this manner,=the integrity of 'the SPDS will be maintained while operator'needs are

l-adequately satisfied now and can be more-comprehensively satisfied in-the future by the installation of the new system and dedication of the SPDS:CRT-to the top level iconic.
