Work Performance and Controls

Dear Mr. Keppler:

By R. C. Spessard letter to W. C. Gerstner dated December 20, 1982, the NRC, in part, confirmed specific conditions for controlling construction work at Illinois Power's Clinton Sta-tion.

The NRC has reviewed Illinois Power's response to these commitmentgdisposition of nonconforming conditions,anS*heduction and is in agreement that the requirements with respect to;f of inspection backlog have been satisfactorily accomplished.

The purpose of this letter is to inform you that the controls developed during the stop work recovery program will be extended and applied to future construction work.

Safety-related, fire protection, and augmented-D construction work will be accomplished in accordance with the following controls:

1.

Field work will be controlled by the use of travelers.

Travelers will be released from the traveler tracking system for work covered by level III construction schedules.

In some cases work can be more efficiently and practically controlled by a system other than using a traveler, e.g.,

cable pull cards, etc.

In these cases, specific authorization for the system in use will be provided.

2.

Work will be released in controlled sequences by the use of level III construction schedules.

In some cases work can be more efficiently and practically scheduled other than on level III presentations, e.g.,

construction work requests, minor test support.

In this event the Baldwin Associates (BA) Project Manager shall obtain the concurrence of the BA Manager of 8309190067 830912

The IP Project Manager and IPQA Manager will be informed.

3.

Trtnding of work previously defined as " backlogged" will continue to ensure progress toward completion.

4.

Level III schedules will be prepared in a manner that ensures the number of quality personnel available to inspect work.and process documentation are identified.

A bi-weekly projection of quality manpower will be prepared.-

5.

Completion of construction work will be recorded only when Quality inspections are complete.

The number of travelers waiting for Quality Control inspection will be tracked, on a weekly basis, to ensure orderly progress to completion.

6.

Construction work will be released on'ly when adequately supported by Quality.

Illinois Power is confident that the above actions will ensure adequate work controls continue at Clinton Power Station.
