The referenced letter provided an updating of the Clinton Safe Shutdown Analysis for Fire Protection and requested some exemptions to Appendix R of 10CFR50.
This letter provides some clarifying information on certain fire zones. The information is in response to questions raised by Fhr. John F. Stang, Jr., NRC Chemical Engineering Branch in the telephone conference on June 28.
- 1. Fire Zone D.3.2 Request: Verify that combustibles will not be present in this area to create a potential fire hazard between the Division I and Division II cable runs which were rerouted to meet the minimum separation criteria of Appendix R.
Response: The Clinton Power Station Operating Staff has issued for implementation the following procedures to provide control of combustibles and assure good housekeeping practices.

Request: Explain why this zone needs an exemption from Appendix R requirements.
Response: The Safe Shutdown Analysis Report concludes that Zone D.3.6 has safety-related Division II electrical cables and Division I HVAC dampers.
The fire zone writeup states that the electrical cables are in conduit. If a fire occurred in the area, the integrity of the cables would be preserved by the conduit. -If a short in the cables were to ignite the insulation it will not affect the integrity of-the Division ~I fire dampers.
Thus, at least one method for safe shutdown will be available following a fire in zone D.3.6.
Subsequent to our request for an exemption from Appendix R requirements (referenced letter),
it was decided to embed the two cable conduits in concrete to provide an equivalent 3-hr. fire barrier for the Division I HVAC equipment (fire dampers). It is therefore concluded that an
- exemption from Appendix R requirements for Fire Zone D.3.6 is not needed.
