LaSalle County Station Units 1 and 2 NUREG-0519, Supplement 5 to the Safety Evaluation Report NRC Docket Nos. 50-373 and 50-374 References (a): NUREG-0519, Supplement 5, Safety Evaluation Report.

Dear Mr. Denton:

Reference (a) has been received and initially reviewed by Commonwealth Edison Company. This initial review has revealed two major areas of concern.

First, Section 9.6.3.4 indicates that Commonwealth Edison will install the EMe MI 9644 lube oil modification on the LaSalle County Station Unit 2 Die sel Generators prior to fuel load. Commonwealth Edison Company cannot meet this imposed schedule for the following reasons:

1. Parts delivery - all parts have not yet been received.
2. Design completion - final design details and installation drawings have not yet been completed.
3. Installation time - estimated time for installation is approximately two weeks per diesel.
4. Unit 1 interface - Technical Specifications require emergency power redundancy and thus schedule would not allow installation without potential severe impact on Unit 1 operation.
5. Conflicting priorities - The station is currently putting instal-lation effort toward Unit I license condition 2.C.(21).(b), heavy duty turbochargers.
6. NRC acceptance - Acceptance of this mod was not officially documented until the issuance of Reference (a) in mid-August.

n. -s H. R. Denton September 13, 1983 Therefore, it is our request that the schedule for Unit 2 be similar to that for Unit 1, i.e. complete prior to startup following the first refueling outage.

Second, proposed Unit 2 license condition 6.(a).(1) and (ii) indi-cate a requirement that detailed " final" design and analysis documents for the ADS logic modification be submitted prior to exceeding 5% power.

Although Commonwealth Edison Company is proceeding with these tasks, we fall to recognize the absolute necessity of completing these tasks as a hold point for exceeding 5% power. It is our intention to proceed in a responsible manner to provide this information on a timely basis to allow NRC review and subsequent completion of installation prior to startup after the first refueling outage, as currently required by proposed license condition 6.(b),(1). Therefore, it is requested that proposed conditions 6.(a).(1) and (ii) be revised to require submittal in a timely fashion to allow NRC review and approval prior to installation as specified in 6.(b).

Other than these two concerns, Commonwealth Edsion still has ongoing concerns that acceptable completion of several other license conditions that is dependent upon resources beyond our control (e.g.,

NRC reviewer schedules).

These enncerns have all been previously informally discussed with Dr. A. Bournia of your staff.
