Dear Mr. Denton:

Our letter of May 6, 1983 requested NRC approval of two deviations from NFPA 72D-1975 concerning local fire alarms. This letter provides supplementary information in support of that request.

Our l'ettier of May 6,1983 stated that a trouble alarm is not needed for the public address system used'for local fire alarms inside containment ber.ause equipment

' failure would be readily apparent due to its frequent use; however, failure of the tone generator equipment would not be readily apparent. This is acceptable because if a fire occurs inside containment when personnel may be in the area, the reactor building evacuation alarm will be manually activated. Furthermore, a verbal announcement of any fire is made on the PA System to summon the fire brigade.

Therefore, a fire inside containment.will be identified to personnel in the area in several different ways.

To clarify Duke's position on this, the McGuire Nuclear Station Fire Protection Review, Section E.1 (a), paragraph 2471 will be revised as follows::

" Trouble alarms on the containment area local alarms (public address system) are not provided. Any public address system failure will be readily apparent due to its frequent use when the containment area is accessible.

Since

-failure of the tone generator equipment would not be readily apparent, the Reactor Building evacuation alarm will be manually activated upon verifica-tion of a fire inside containment when personnel may be in'the area."
