In accordance with a request on June 29, 1983 by Mr. E. A. Reeves, NRC Project Manager for the Farley Nuclear Plant, the November 16, 1982 Alabama Power Company letter requesting a technical specification change to reflect the new organization chart and management titles is hereby supplemented with additional information. The attached new safety evaluation provides the requested additional information describing in more detail the purpose of the organization change, the impact of the change and the no significant hazards consideration statement in accordance with 10 CFR 50.92.

i SAFETY EVALUATION FOR UNIT 1 AND 2 TECHNICAL SPECIFICATION CHANGES

BASIS As as result of a corporate organization change, the Farley Nuclear Plant Manager now reports directly to the Vice President, Nuclear Generation. This change provides for more efficient communication between an officer of the company and the Farley Nuclear Plant staff. This change includes changing the title of the General Manager, Nuclear Generation to Manager, Nuclear Operations and Administration. Also, since the change removes the Manager, Nuclear Operations and Administration from line responsibility for operation of the facility, the quorum for the Nuclear Operations Review Board has been changed accordingly.
The proposed change to the Technical Specification involves correcting Figure 6.2-1, "Offsite Organization for Facility Management and Technical Support," to show the new title of Manager, Nuclear Operations and Administration and the direct reporting of the Plant Manager to the Vice President, Nuclear Generation; correcting the Manager's title on pages 6-9, 6-13 and 6-14; and correcting the discussion of responsible personnel on pages 6-10, 6-13 and 6-14 This proposed change has been reviewed in accordance with 10 CFR 50.92 and does not involve a significant hazards consideration consistent with item (i) of the " Examples of Amendments that are Considered Not Likely to Involve Significant Hazards Consideration" listed on page 14870 of the April 6, 1983 issue of the Federal Register. The change is administrative in nature since it corrects the Technical Specifications based on a corporate organization change at Alabama Power Company. Overall plant safety is increased since the change improves direct communication between the plant staff and an officer of the company.
