'1983 Oyster Creek NGS Exercise s*

The objectives for the May 24, 1983 Oyster Creek Nuclear Generating Station Exercise are intended to address those significant and minor deficiencies identified i~n the March 16, 1982 exercise.

As is specified in NUREG 0654/ FEMA-REP-1, the exercise will test the integrated capability for emergency response. Therefore, the exercise play will involve all of the planning standards of the State Radiological Emergency Response Plan, the Licensee's Emergency Plan, and test major portions of their basic elements.

The following provide the basis for the post-exercise evaluation of the participating organizations' plan implementation capabilities and of the adequacy of the emergency plans:

State, County and Municipal Offsite Objectives:

Demonstrate the prompt notification and mobilization of emergency personnel at the State, County, and municipal levels.

Demonstrate the capability to activate warning sirens in a timely fashion, and to verify the sounding function.

Demonstrate the activation and functioning of the Emergency Broadcast l

l System.

Evaluate State, County, and municipal EOC operations, in particular the effectiveness of the new message format and procedures.

l Evaluate the operation of the rumor control function.

Offsite objectives, continued:

Demonstrate appropriate communication and coordination between the Licensee and Federal, State, County and Municipal Agencies.

Demonstrate a coordinated system of emergency facility displays, maps, and security at the State, County, and municipal levels.

Evaluate the operation of the Joint Media Center for effective information access, coordination, and dissemination.

Evaluate the effectiveness of new radiological training programs for decontamination, monitoring, dose reporting and record keeping, and personnel protection.

Demonstrate that all response personnel are adequately equipped with equivalent dosimetry, monitoring equipment, and protective clothing.

Demonstrate a simulated limited evacuation with its attendant evacuee reception, congregate care, and subsequent re-entry.

Test the recovery and re-entry procedures at the State, County, and municipal levels; to include decision making, dose commitment, area monitoring, decontamination, and public information.

The Licensee Onsite Objectives:

Demonstrate the ability to recognize an emergency initiating event and properly characterize and classify the emergency according to the pre-established Emergency Action Levels and make proper notifications.

Demonstrate the capability to respond to a simulated emergency between the hours of midnight and 6:00 a.m.

Demonstrate the ability to activate emergency response facilities as appropriate for the existing emergency class and to transfer functional responsibilities as appropriate when escalating or de-escalating to a different emergency class.

Demonstrate that notification and alerting of officials and staff can be accomplished in an effective and timely manner.

Demonstrate that emergency response facilities have adequate access control and that adequate security can be maintained.

Demonstrate that emergency response facilities have adequate space, equipment and supplies.

_4 Demonstrate that accident assessment can be accomplished, appropriate protective actions and offsite recommendations can be developed and that information is communicated to on and off site accident assessment personnel.

Demonstrate that the field monitoring teams of the licensee can be dispatched and deployed in a timely manner; that communications are adequate; that radiological monitoring equipment is functional; that simulated data are accurately obtained and transmitted through their respective channels and used effectively in developing protective actions.

Demonstrate the ability to communicate with monitoring teams, rescue parties, on and off site emergency response personnel and other personnel as needed.

Demonstrate the ability to obtain and analyze a post-accident sample.

l Demonstrate that messages are transmitted in an accurate and timely manner; that messages are properly logged; that status boards are l

accurately maintained and updated.

Demonstrate the ability to account for personnel onsite and to provide 1

adequate radiation protection services such as dosimetry and personnel monitoring (frisking) and the ability to perform area surveys under emergency conditions.

-5 Demonstrate the ability to perform personnel monitoring and decontamination.

Demonstrate that licensee management is in control in accordance with the existing emergency plan.

Demonstrate appropriate coordination with Federal, State, County and Municipal agencies.

Demonstrate that offsite agencies with onsite support responsibilities such as fire personnel can gain access to the site and proceed to the correct location.

Demonstrate the capability for self-critique.
