Dear Mr. Seidle:
This letter provides the final report submitted pursuant to 10CFR50.55(e) concerning the use of Teflon tape in some of the instrument lines at Wolf Creek Generating Station. This item was initially reported by Mr. Otto Maynard of Kansas Gas and Electric Company to Mr. Doyle Hunnicutt of the Nuclear Regulatory Commission, Region IV, on May 4,1983.
Products containing Teflon have inadvertently been used in some applications

where its use is not allowed by the applicable specifications. One specific example is in the Demineralized Water and Transfer System (AN) where Teflon has been used in instrument lines and vendor supplied skids. The use of Teflon in this system (and others) is disallowed by specifications M204 and M205.
Under certain conditions Teflon has known detrimental effects on stainless steel and can potentially lead to a premature failure of areas in contact with the Teflon. The potential for concern is increased in areas of high radiation or high temperature. To determine the extent of the safety implications would require a case-by-case analysis for each application and, since the concerns are age-related, the results of the analysis would not necessarily be conclusivo. Therefore KG&E has made the conservative assumption that the use of Teflon in certain primary system applications where it is not allowed could adversely affect safety of operations if left in place for an extended period of time.
Teflon is an excellent lubricant / sealant and can be used in many applications without the potential for adverse safety concerns. The specifications dis-allowing the use of Teflon do not provide a breakdown by system as to where

4 Mr. W.C. Seidle KMLNRC 83-066 June 3, 1983 the use of Teflon presents a potential safety concern. The specifications simp 1;r state that the use of Teflon is disallowed. Therefore KG&E, in conjunction with the Architect / Engineer, will develop a list of systems where the use of Teflon tape or compourul could potentiany have adverse safety implications at Wolf Creek. The use of Teflon as a lubricant /
sealant will not be allowed in these systems, but will be allowed in the remaining systems. Upon receipt of the list, KG&E Startup will assure during the pre-operational test program that the Teflon, if used, has been removed. The location and removal of the Teflon will be documented on Nonconformance Reports.
Documentation supporting this report will be maintained by KG&E and will be made available for your review. Please contact me or Mr. Otto Maynard of my staff if you have any questions concerning this subject.
