Dear Mr. Denton:
The SNUPPS FSAR in Section 14.2 describes the Initial Test Program for Wolf Creek. The Wolf Creek FSAR Addendun in Section 14.2.4 describes the sequence for completion of the tests in the program. This letter is to inform the NRC of KG&E's change in plans for completion of local containment leak rate testing (LLRT).
The SNUPPS FSAR indicates that both LLRT and integrated containment leak rate testing (ILRT) are performed as part of the Preoperational Test Program.
LLRT is performed as a prerequisite to the ILRT to ensure satisfactory com-pletion of the ILRT. This is the equivalent of the testing of an individual component (pump, valve, breaker, damper, etc.) prior to the completion of the test of the system of which that component is a part.
KG&E's current plans, as reflected in the attached revised pages of the SNUPPS FSAR and Wolf Creek FSAR Addendum, are to perform LLRT in the prerequisite testing phase and not during the preoperational testing phase commencing im-mediately. The extent of the testing performed is not affected by this change -
only the timing. KG&E's commitments to Regulatory Guide 1.68 and to the re-quirements of Appendix J to 10CFR50 are unchanged.
The attached information will be formally incorporated into the Wolf Creek FSAR in Revision 11 and the SNUPPS FSAR in Revision 12.
This information is hereby incorporated into the Wolf Creek Generating Station, Unit -No.1, Operating License Application.

-To determine the leakage rate of the containment penetrations and the leakage rate of the containment isolation valves.
14.2.12.1.78.2 Prerequisites a.
All containment isolation valves are closed by normal actuation methods.
b.
Associated piping is drained, and vent paths for leakage are established.
c.
Required instrument calibration is complete.
14.2.12.1.78.3 Test Method The containment penetrations and containment isolation valves are leak tested by performing type B and type C tests, in accordance with 10 CFR 50, Appendix J.
May be performed during construction completion testing.

14.2.4.3-Component and Prerequisite Testing Upon Startup acceptance of a turned-over system, subsystem, or released component, prerequisite-type testing is perform-ed to demonstrate. proper operability and functional ability in support of, and prior to, the performance of preopera-tional testing..
Local containment leak rate testing, as described in SNUPPS FSAR Section 14.2.12.1.7.8, is. performed at WCGS as part of the prerequisite test program.
Administrative procedures are established to ensure that all prerequisites are met before testing is initiated.
Upon completion of all prerequisite tests applicable to a system or subsystem, a documented review is conducted by Startup personnel to verify that appropriate documentation is avail-able and that required prerequisite tests have been satis-factorily completed.
All deficiencies which would prevent performance of preoperational tests or generate negative test results are identified and dispositioned prior to implementation of the preoperational tests.
14.2.4.4 Preoperational Testing Technical direction and administration, including test execution, and data recording,, of the preoperational testing is the responsibility of the startup ' organization.
The sys-tem startup engineers are responsible for the performance of tests and providing appropriate interface with station oper-ators.
The Startup Manager is responsible for the adminis-tration and surveillance of all testing activities during the preoperational test program.
The WCGS operating staff assumes control and responsibility for each system after preope rational testing is completed on the system and a formal transfer is executed.
