June 13, 1983 Mr. Harold R. Denton, Director Serial No. 298 Office of Nuclear Reactor Regulation N0/JHL:acm Attn:

Mr. Robert A. Clark, Chief Docket Nos. 50-338 Operating Reactors Branch No. 3 50-339 Division of Licensing License Nos. NPF-4 U. S. Nuclear Regulatory Commission NPF-7 Washington, D. C. 20555 Gentlemen:

VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT NOS. 1 AND 2 CLARIFICATION OF APPENDIX R REQUIREMENTS This letter is to clarify Vepco's position for the requirement for fixed fire suppression systems in the Unit 1 and 2 control room area at the North Anna Power Station. The installed Halon 1301 System is provided for the underfloor area of the control room area.

This Halon System provides adequate fire protection for control cables and helps maintain safe shutdown capability.

In addition, there is an installed standpipe and hose rack just outside the control room area to provide fire fighting capability.

Portable equipment is also available for extinguishing smoldering fires.

In view of the above, and the fact the NRC Staff granted Surry Power Statien relief from the recuirement to add fixed fire suppression systems in the control room area because Surry has installed hose standpipes and racks outside the control room area, the best fixed fire suppression system for the control room area is already installed at North Anna and additional fixed fire suppression systems would not enhance fire protection safety above that already provided.

Very truly yours, W. L. Stewart '
