We have enclosed five (5) copies of a two (2) volume report entitled,

" Seismological and Geological Studies, Miramichi Area, New Brunswick, and Central New Hampshire".

This report was prepared by Weston Geophysical Corporation for Public Service Company of New Hampshire, Maine Yankee Atomic Power Company, Vermont Nuclear Power Corporation, and Yankee Atomic Electric Company. The report is responsive to the applicable Requests for Additional Information (230.6, 230.7, 230.8, and 230.10) which were forwarded to PSNH in Reference (b) and the Safety Evaluation Report Outstanding Issue #3 (Reference (c)).

We will also forward a condensed response to each of the abcve Requests for Additional Information in the near future as this will facilitate your review. The FSAR will also be revised in a future OL Application Amendment to reference the submittal of the enclosed reports and to include the condensed responses to your Requests for Additional Information.

I, John DeVincentis, depose and say that I an the Project Manager, Seabrook Station, duly authorized to make this affidavit, and have reviewed or caused to have reviewed the information which is identified as proprietary and referenced in the paragraph immediately below.

I am submitting this affidavit in conformance with the provisions of 10 CFR 2.790 of the Commission's regulations and in con-junction with the application of Public Service Company of N.ll.

for withholding this information.

The information for which proprietary treatment is sought is contained in the following document:

Seismological and Geological Studies: Miramachi Area, New Brunswick and Central New llampshire, Volumes I and II.

This document is appropriately designated as proprietary.

Pursuant to the provisions of paragraph (b) (4) of Section 2.790 of the

Commission's regulations, the following is furnished for consideration by the Commission in determining whether the information sought to be withheld from public disclosure, included in the above referenced document, should be withheld.

1.

The information sought to be withheld from public disclosure is a summary of results describing collection and analysis of geophysical, geotechnical and seismological data concerning the recent New ilampshire and New Brunswick carthquakes.

The information includes data and analyses which could be of commercial value to Seabrook Station and the other study sponsors.

3.

The information is being transmitted to the Commission in confidence under the provisions of 10 CFR 2.790 with the understanding that it is to be received in confidence by the Commission.

A significant portion of the information is not availabic in public sources, and any disclosure to third parties has been made pursuant to regulatory provisions or proprietary agreements which provide for maintenance of the information in confidence.

5.

Public disclosure of the information is likely to cause substantial harm to the commercial value of the data and analyses:

Development of this information by h'eston Geophysical in behalf of a.

Seabrook Station and the other sponsors required thousands of man-hours of effort and hundreds of thousands of dollars. To the best of my knowledge and belief another utility would have to undergo similar cxpense in generating equivalent in fo rmation.

b.

In order to acquire such information, another utility would also require considerable time and inconvenience related to obtaining similar data by conducting extensive fieldwork.
