During recent examinations at Plant Hatch and Plant Vogtle, Georgia Power Company license candidates were asked questions on their written examinations which we feel were beyond previous requirements to memorize Technical Specifications. The attachment to this letter summarizes what we believe are the sections of T mhnical Specifications which should be memorized. The recent examinations have raised the question of whether the IRC has changed its internal policies concerning Technical Specification memorization requirements. We question if our understanding, as specified in the attachment, satisfies your policy.

_ Technical Specification Memorization Requirements for Written SRO Examinations Specification Memory Requirement Definition Candidates should be able to define any listed definition.

Safety Limits Candidates should be able to list the safety limits. The bases for the limits should be understood, but exact numbers are not required.

Limiting Safety System Settings Candidates should be able to list the Limiting Safety Systen Settings. The bases for the settings should be understood.

Limiting Conditions For Operation Candidates should know which systems must be operable for each " CONDITION" and which

" ACTION" steps require operator action within one hour of a component failure. The bases for the Limiting Conditions For Operation should be understood, but exact numbers are not required. The following do not have to be' memorized: l (a) ACTION" steps when operator action is not required during the first hour.

(b) " SURVEILLANCE REQUIREENTS" when operator action is not required during each 8 hour-shift.
