Reactor Coolant System Leakage

Dear Sir:

Pursuant to Section 50.59 of the Commission's Rules and Regulations, Vermont Yankee Nuclear Power Corporation hereby proposes the following modification to Appendix A of the Operating License.

PROPOSED CHANGE This change involves a change to Pages 108 and 122 and the addition of Pages 108a and 108b to reflect new limiting conditions for operation and surveillance requirements for Reactor Coolant System Leakage Monitoring Systems.

REASON FOR CHANGE The subject of leak detection was discussed during a meeting held on April 19, 1983, between representatives of Vermont Yankee and the NRC. Based on that meeting and our observations of industry experiences with IGSCC, as well as our own, we have concluded that enhancements to our existing leakage monitoring Technical Specifications are warranted.

BASES FOR CHANGE The changes proposed within this document represent leakage monitoring limits / frequencies that are more conservative than the existing Technical Specification and provide for the detection of leakage and leakage rates, such that corrective action can be taken before the integrity of the Nuclear System Process Barrier is unduly compromised. The limits, frequencies, and corrective actions proposed are consistent with those contained in NUREG 0313, Revision 1 [ Reference (b)] and/or license amendments previously issued by the NRC for other licensees.

, Specifications, primarily in the area of leakage rate monitoring, surveillance frequencies, and corrective actions. As discussed in the above sections, the changes described in the attachment to this letter provide additional assurance that the margins of safety and health and safety of the public are maintained. The changes proposed are consistent with those previously approved by the NRC for other utilities.

This change has been determined not to involve a significant hazards consideration as defined in 10CFR50.92(c).

This proposed change has been reviewed by the Vermont Yankee Nuclear Safety and Review Committee.

FEE DETERMINATION This change is pro forma, administrative in nature, and has no safety or environmental significance. For these reasons, Vermont Yankee Nuclear Power Corporation proposes this change as a Class II amendment, which requires a fee payment of $1,200.00 A check for the amount of $1,200.00 is enclosed.

SCHEDULE FOR CHANGE This change will be incorporated into tha Technical Specifications upon receipt of your approval.
