Dear Mr. Collins:
This letter is to propose changes to Sections 4.3 and 5.3 of the Fort St. Vrain Technical Specifications.
These changes are proposed in response to the referenced letter and incorporate applicable portions of the In-Service Surveillance Requirements for snubbers under the standard Technical Specifications as requested.
A summary of the proposed changes is provided in Attachment 1, and the changes themselves are provided in Attachment 2.
contains an evaluation of the significant hazards considerations involved in the proposed changes.
In accordance with the provisions of 10CFR170, we believe that the proposed changes are fee Class II since they serve only to provide better conformance with the standard Technical Specifications.
