CALLAWAY PLANT DOCKET NUMBER 50-483 REVISION TO TECHNICAL SPECIFICATION 3.4.6.2 REACTOR COOLANT SYSTEM PRESSURE ISOIATION VALVES
Reference:
ULNRC-2377 dated March 15, 1991 The referenced letter transmitted an application for amendment to Facility Operating License Number NPF-30 for the Callaway Plant.
This amendment application requested a revision to Technical Specification 3/4.4.6 and associated Bases to change the allowed leakage limit for reactor <oolant system pressure isolation valves.
As committed to in a phone call on August 8, 1991 with the Callaway Project Manager, the following information supplements the discussion provided in the amendment request.
Increasing allowed leakage limits from 1 gpm up to 5 gpm for the reactor coolant system pressure isolation valves will not challenge the pressure relief capacity of interfacing systems.
This amount of leakage is considered negligible when compared with the capacity of the pressure relief v ves.
The leakage allowance should be proportioned to valve size because the sealing surface circumference, or potential for leakage is so proportioned.
Leakage of 5 gpm would not cause or be indicative of imminent accelerated deterioration or potential valve failure.
