Dear Mr. Martin:
In a letter dated March 25, 1983, NRC Region V issued its draft report of the Systematic Assessment of Licensee Performance (SALP) of PGandE for the period
. Ally 1,1981 through December 31, 1982. A meeting to discuss this report was conducted on April 7,1983 between the NRC Staff, Region V, and PGandE.
In accordance with the March 25 letter, PGandE hereby submits its specific coments on the draft SALP report.
I Page 3, Unit 2, item 2:
'Ihe statement here relates that PGanG has instituted a verification program for Unit 2 which is similar to Unit 1.
PGandE would like to errphasize that, while the Unit 1 verification program is being empleted pursuant to the Ozmission's Order, we have instituted a voluntary Diablo Canyon Project program to assure that concerns identified from the Unit 1 effort are addressed, where applicable, for Unit 2.

Pages 5 and 8 appear to have ease typographical errors:
Page 5 - S e table on this page indicates the categories for construction, and shows the functional area of Instrumentation and Cbntrols as Ottegory 2.
Se report text describes this area as Category 1.
Discussions with Region V staff have confirmed this is a Category 1 area and the table on page 5 should be corrected.
Page 8 - Se first paragraph uses the word "affecting." Discussions with Region V staff confirmed that the intent of the paragraph would l
be more accurately reflected using the word " effecting."
l In our opinion, the report constitutes a fair assessment of PGandE's performance for the period indicated. Furthermore, we regard the assessment as a meaningful igut into PGandE's management process for its nuclear 1
facilities. Accordingly, we intend to use the ShLP report as a guide for assigning priorities and allocating resources to maintain and, where necessary, improve the management controls and/or the quality of work being performed at our facilities.
