Subject:
VIRGIL C. SUMMER NUCLEAR STATION DOCKET N0. 50/395 OPERATING LICENSE NO. HPT-12 RESPONSE 10 NRC BULLETIN 89-01, SUPPLEMEWT 2 FAILURE OF WESTINGHOUSE S1EAM GENERATOR 1UBE HECHANICAL PLUGS (IEB 890001-2)
This letter provides the response from South Carolina Electric & Gas Company (SCE&G) to NRC Bulletin 89-01, Supplement 2 " Failure of Westinghouse Steam Generator Tube Mechanical Plugs."
SCE&G has reviewed Table 2 of Reference 4 in the supplement as requested by Action 1.
It was found that the information in this table is incorrect for Virgil C. Summer Nuclear Station (VCSNS), which is coded as CGE in the table.
Five tubes in "B" Steam Generator that were plugged in 05-85 were returned to service in 1987. The corrected values for the table are as follows:
P ugs Plug No.
Plug HL Inst.
of Heat or P
r-Date Plug No.
CL 05-85 106*
2387 HL 106*
05-85 43*
2387 CL T
05-85 63*
1989 CL
- corrected values The remainder of the table was verified as correct. The verification included the number of Westinghouse mechanical plugs installed in the hot-leg and cold-leg side of each steam generator, including the heat number and date of installation. The plug operating temperatures for VCSNS were e.lso verified.

e Document Control Desk Page 2 SCE&G has completed all actions requested by Action 2 which are within the expected life of VCSNS. All hot-leg Westinghouse Inconel 600 mechanical plugs (118) were repaired in the fifth refueling outage (spring, 1990).
Although the lifetime estimates of Table 2 project lifetimes beyond the year 2100 for cold-leg plugs, it is currer.tly planned that the cold-leg plugs will be repaired in the sixth rcfueling outage which is scheduled for the fall of 1991.
Installation of Westinghouse mechanical plugs fabricated from Inconel 600 was discontinued prior to the fifth refueling outage.
I declare that the statements and matters set forth herein are true and correct to the best of my knowledge, information, and belief.
Should you have any questions, please call at your convenience.
Very truly yours John L. Skolds JMC:JLS:cyc c:
