Dear Sir:
With regard to Mr. H. C. Dance's letter of June 30, 1983 which transmitted the subject inspection report., Duke Power Company does not consider the information contained therein to be proprietary.
Please find the attached response to the cited item of noncompliance.

Violation 10CFR10.11(a) and (c) requires in part that each licensee shall post current copies of Form NRC-3, " Notice Of Employee", whenever individuals work in or frequent any portion of a restricted area.
Contrary to the above, on May 23, 1983,-it was observed that current copies of Form NRC-3, " Notice Of Employees" was not posted.
This is a Severity Level V Violation (Supplement IV).

Admission or denial of the alleged violation:
This violation is correct as written.
2)
Reasons for the violation:
This violation resulted from an administrative / procedural deficiency in the methods used for identification and posting of affected documents. Even though copies of the current Form NRC-3 were provided to certain station personnel, an administrative procedure,wa's not in effect to forward the copies to the accountable personnel actually responsible for posting.

Corrective actions taken and results:
The current revision of Form NRC-3 was posted before the conclusion of the inspection.
4)
Corrective actions to be taken to avoid further violations:
Administrative procedures for identification and distribution of documents required to be posted are being developed by the Duke General Office and Oconee Licensing Units. These instructions will assure that any applicable new or revised documents are expeditiously identified and forwarded to the Oconee Licensing Unit for posting.
5)
Date when full compliance will be achieved:
The administrative procedures noted in (4) above will be implemented by August 15, 1983.
